Research On Evaluating Quality Management Of Manufacturing Enterprises In Gansu Province Based On Excellence Performance Model

During the last century, with the development of technology andintensification of market competition, enterprises were forced to realize theimportance of quality and quality control from time to time. In the past, our attentionto quality was focused on enterprise’s final products, which is called minimumquality. At present, we have a brand new understanding of quality. Quality hasdeveloped into a comprehensive idea, with its greatest characteristic as overallprocess, all crew and omni bearing. That is what we call “maximum quality”.Minimum quality only refers to the control of production process while maximumquality refers to overall control of organization and operation situation. The changeof quality concept will surely lead to change of quality control. Quality control hasgone through quality inspection, quality monitoring, total quality management andexcellent performance which will be discussed in this article. Excellent performancerepresents the top level of quality control nowadays. It is a quality control modewhich implements “maximum quality” idea in all-round way, sticking to customerorientation and focusing on operation result.In order to guide enterprises to carry out excellent performance mode, manycountries established various kinds of quality awards based on excellentperformance. Some of the most famous quality awards are Malcolm BaldrigeNational Quality Award, Deming Award and Europe Award for Quality. Practiceindicates that excellent performance mode can highly improve quality control leveland bring huge economic benefits to enterprises. State Council promulgated<Quality Revitalization Outline> and <Quality Development Outline> for improvingquality control level of China’s enterprises. Drawing on the experiences of BaldrigeCriteria for Performance Excellence, China Association for Quality promulgatedexcellent performance standards and commenced reviewing of National QualityAward.Located in the northwest hinterland of China, Gansu was a famous industrialbase in the early days of the Republic. However, due to all sorts of reasons, it hasexperienced backwardness since opening up. In order to turn the backward situationaround, Gansu province proposed Action Plan for Revitalizing Manufacturing duringthe11th five Year period. Development of manufacturing depends on competitiveness of enterprise’s products. Product quality directly impacts itscompetitiveness. Product quality level lies on enterprise’s quality control level.Therefore, this article will make a deep study of excellent performance mode whichrepresents highest level of quality control. Meanwhile, a comprehensive analyze ofcurrent situation of Gansu’s manufacturing will be conducted in the article. At last,based on excellent performance standards, a questionnaire will be developed toevaluate current situation of quality control in Gansu province. Problems in qualitycontrol will be discovered and countermeasures and suggestions will be proposed forimproving quality control of Gansu’s manufacturing.
