Research On Allocation Efficiency Of Innovation Resources In Shaanxi Province

After entering the post financial crisis era,with the increasingly severe situation of international economic development and the level of market competition intensifying,innovation has become the main driving force of regional economic development.On the 18th Congress of China's Communist Party,clearly put forward "science and technology innovation is to improve the strategic support of social productive forces and overall national strength,must be placed in the core of the national development and global position." We stressed that we should stick to the path of independent innovation and implement an innovation-driven development strategy.As the first resource,innovation constantly promote the scientific and technological progress and social development.But the resource is scarce,so the technology update speed is accelerated and the innovation efficiency of resource allocation problem is increasingly highlights its importance.Shaanxi as Silk Road Economic Belt on innovation of science and technology resources,improve function of regional industrial concentration,and has important strategic position in the implementation of the "The Belt and Road" strategy.Shanxi extensive development model for the optimization of industrial structure of Shanxi caused great obstacles.Therefore,based on the present situation of regional innovation in Shaanxi province,this paper studies the efficiency of innovative resource allocation in Shaanxi province.It has important practical significance to enhance the innovation ability of Shaanxi province.In this paper,through the use of three stage DEA method,and using R&D personnel,R&D internal expenditure as input indicators,the patent application amount,enterprises above the scale of sales of new products and technology market turnover as output index to R&D input intensity,GDP and R&D institutions number of environmental factors,empirical research on Shaanxi province the allocation of innovation resources efficiency,insufficient analysis of Shaanxi Province,the allocation of innovation resources,and put forward the corresponding countermeasures and suggestions of innovation resources allocation in Shaanxi province.The results show that the pure technical efficiency of Shaanxi province keeps increasing in recent years and tends to be effective in terms of pure technology,which indicates that the scale of investment in innovation resources in Shaanxi province can not meet the carrying capacity of innovation subjects.From the perspective of scale efficiency,scale efficiency of innovation resources is invalid,shaanxi province and compared with the developed areas,increased innovation resources inputs,innovation output lags behind that of developed areas,it shows that shaanxi province science and technology achievements transformation capability shortcomings compared with developed areas.In addition,there are also problems such as the lack of intellectual property protection awareness,the lack of cooperation and innovation agencies.In view of the above problems,we should improve the current situation from five aspects:Strengthen the construction of industrial parks and upgrade the level of science and technology;We will improve the financing system and broaden channels for financing.Strengthening cultural construction and building awareness of ipr protection;Strengthening the transformation capacity of scientific and technological achievements;We will strengthen collaborative innovation and strengthen the role of intermediaries.
