A Study On Organizational Processes And Strategies Of The Government In The Innovation Cluster

In today’s world, innovation cluster has become the important source of veryspecial economic organization form in world economy and regional competitiveness.China has taken the path of technology introduction and placement over the years。Because of technical blockade in Western countries and the lack off science andtechnology communication environment, we haven’t formed our own independentresearch. Therefore, the construction and development of innovative clusters isconsequential. However, the pace of China’s innovation is in a period of development.How to form a perfect innovation clusters has a lot of pressure, which requires thegovernment to play a great role in these.In this paper, based on the related literature, we understand that a lot of literatureresearch is focused on innovation cluster construction and existing state and practicalsuggestions, but rarely on the government’s role in the cluster innovation, and rarelyon local government how to promote the research mode of innovation cluster atpresent.At the same time, China’s national conditions determine the development ofinnovation clusters. So China can’t copy the foreign.The government’s role ininnovation in the cluster is expanding. The author hopes to lucubrate the governmentinnovation cluster organization process and strategy, so that to contribute to theinnovation cluster organization and construction with Chinese characteristics.Before writing, the author made detailed research on the relevant functionaldepartments, various elements of subject, the internal and external environment ofthe northeast Changchun of Innovation clusters by application of social survey tounderstand the basic situation of the northeast Changchun.We summarize the social investigation and collecting literature, find out theproblems and research system which is not complete by application of inductiveanalysis. At the same time, based on the innovation cluster’s concept, features,system composition, production conditions and formation mechanism, thegovernment’s roles in innovation in the cluster is analyzed in theory. Then the author introduces the reality of the government organization innovationcluster in the Northeast Changchun (open development pilot zone), general meaningof local government intervention analysis model of industrial cluster innovation, andmakes an empirical study on the open development pilot zone in NortheastChangchun.This paper constructs a basic theory framework, combined with practicalexperience for applied research, and application of empirical analysis, normativeanalysis, case analysis and model analysis. The author focus on government’s role inpromoting the innovation cluster development, establishes a qualitative model oforganization degree and analysis of innovation cluster organization. The author putsforward, harmonious balance of "policy and politics", orderly fusion of “base andfund", orderly guide of "innovation and profitability", orderly matching of "responsibilityand development", orderly sharing of “information and resource ". They aregovernment organization strategy and method of the process of the NortheastChangchun innovation cluster development.This study is based on the theory of Innovation Clusters and the theory ofgovernment behavior. With the Northeast Changchun (open development pilot zone)as an example, The author carries out research on the government organizations inthe process of innovation clusters. It is to enrich the study of innovation clusters,cluster innovation theory and government organization behavior. This is theinnovation of the paper. But the paper still has many shortcomings, such as lack ofdeep viewpoints theory, lack of practical experience, lack of sufficient single pointdata, which need further study and continue to add.
