EB developed in a management model of aviation planned economic system,and has been successfully transformed to product automobile engines in a marketeconomy. With the social progress and the development of enterprises, EB has beenfully integrated into the market economy system. In order to meet the needs of thefierce competition of modern automobile manufacturing, the management model, inparticular, the production management model has an urgent need to change.Through the study of theory, actual production of the automotive industry andthe actual operating conditions, the author finds that the EB’s production plan andcontrol process are relatively extensive. They are basically the replication ofproduction organization model under the planned economy. They should beestablished on the basis of the market forecast delivery schedule accuracy. EB doesn’thave scientific and standardized calculation program in making a plan, and theimplementation of the plan control method is simple and lack of process control. Allthis results in a lot of problems: EB cannot cope with the sudden change in themarket demand; the order delivery cycle is long; it has a lot of factorynon-performing assets (due to changes in the market demand resources); stock fundsoccupy much capital, and many other issues. To solve these problems, EB carries outthe optimization of workflow, and decides to implement the MRP (MaterialRequirements Planning system) as the core production plan management system inorder to establish a pulling production management model.Firstly in the study of optimization, the paper refers to many books on leanmanufacturing and production plan and control in order to find theoretical basis. Thepaper picks out the most instructive part to guide effective management optimizationand upgrading. Secondly, the author visits a number of domestic and foreign advanced enterprises, such as: Japan’s Toyota, FAW in Changchun, ChongqingChangan Automobile Group, Castle Peak Transmission Company, Harbin automobileengine manufacturing company to bring their advanced managements to speed up theoptimization process of EB Company. Thirdly, the author first takes the small-scaletest in practice, and then extends the method, which avoids losses caused by thefailure of a management approach. Finally, the author advocates full participation inthe activities of the rationalization proposals. Each recommendation is carefullystudied to explore the theoretical support, and it is continuously improved in thecourse of practicing PDCA cycle. The company gets many unique plan and controlapproaches in the two years of management to enhance the work, such as: Kanbanmanagement, margin management, real-time management, on-site work in progressmanagement, delivery management (with pilot plant), stop line management,production planning, change management, and so on.This paper discusses in detail the production plan at home and abroad, comparesthe situation before EB production plan optimization to the situation after theoptimization and introduces an improved instance. This paper discusses how the EBcompany plans are transmitted to lower levels, how they are implemented, controlled,changed or assessed and what the final results. This paper proves that the EBCompany has successfully established a curing production organization andmanagement model----pulling production organization and management model withMRP as its core.
