Organic integration, manufacturing and logistics industry linkage development is the important trend of development, today is one of the important strength to promote the economic development of our country. Under the state council issued "the logistics industry adjust and revitalization plan", identified the nine key projects to promote the development of logistics industry, one of which is manufacturing and logistics industry linkage development project. Accompanied by the emergence of the low carbon revolution in the global scope, environmental protection and energy problem has become a new focus around the world,"low energy consumption, low emissions, low pollution" become the new target, low carbon manufacturing and logistics industry linkage development become a new trend. Low carbon manufacturing and logistics industry linkage development emphasis on both sides of the industry collaboration not only meet the needs of the development of their respective, and consistent with the low carbon economy requirements. Low carbon logistics mode to popularization and application in manufacturing logistics, thus driving the development of manufacturing and logistics industry linkage, so as to ensure the implementation of national energy conservation and emissions reduction targets.Low carbon manufacturing and logistics industry linkage development is an open complex giant system. So this paper puts forward the idea of the system dynamics in the research, and gives full play to the system dynamics in the study of complex system problems to establish an effective incentive mechanism. Firstly, it analysis and research system’s internal logical relationship between various influencing factors, and on this basis to determine the boundaries of the system and establish the causal feedback figure,then low carbon manufacturing and logistics industry linkage system dynamics model is set up. Secondly, by collecting data, statistical analysis and mathematical deduction, the regression analysis method it establishes variable relationship and the model of expression. Thirdly, testing veracity rationality of the model, determine that the model can be applied to the actual simulation. Finally, according to the "twelfth five-year" plan targets for carbon emissions and energy consumption, make policy simulations of total investment from the government, economy policy, targeted policy and technical policy (lower CO2emission coefficient, higher emission control factors). Be gotten by the simulation results, the national low carbon investment is seriously insufficient, and needs more government subsidies as well as incentive and punitive combination policy in the manufacturing and logistics industry. Then on this basis, this paper puts forward some beneficial to the industry linkage of low carbon relevant policy recommendations in order to establish effective motivation mechanism and can also promote low carbon logistics mode applying in manufacturing logistics and driving the development of manufacturing and logistics industry linkage. Thus ensure the implementation of national energy conservation and emissions reduction targets.
