The International River Transportation Development Evaluation In Our Country

Multinational river which open to all countries for sailing ruled by treaty is called the international river. The international river have no difference with other river in nature quality, but there is some difference the international natural river basin and national boundaries which the river flow past, in this way, because of the existence of national rights and the international relationship makes cross-border effects in and allocation of resources, stakes, reach and so on. shipping industry as an international river development and utilization of water resources is an important part of Water resources development and utilization of international rivers has an important role in strengthen river economic and cultural exchanges between countries around the basin, and promote economic and social development, lack of theoretical guidance there are certain blindness when international rivers in the developing its shipping industry. There are some literatures both in China and abroad had researched the evaluation to the development of shipping industry, but international rivers has its particularity, the development of shipping industry often related to the regional economic and social cultural development between countries, therefore, Other inland river shipping industry development pattern can not apply to international rivers, this article has done some research on the development of international river shipping industry in theoretical, hoped to have some reference on the development of international rivers shipping industry.Lancang-Mekong river is the Asia’s largest international river which across six countries. Mekong river is known by all the people because of the massacre on October5,2010, and the Mekong river shipping industry development is also paid increasingly attention by people, In this paper treat Mekong river as an example, analysing the different nature, economic and social conditions and different basins, using the scientific method to set up a system of comprehensive evaluation index system of shipping industry development of the Mekong river, the indicators divide into four broad categories, numbers of subclasses, four categories including port infrastructure conditions, economic conditions, social conditions and safety conditions.In order to make a scientific evaluation to the index system of Mekong river shipping industry development, this article first to unification the indicators on the basis of the bigger the optimal or the smaller optimal index, then using the method of projection pursuit to model the index system, solving the multi-dimensional data model with the real coded accelerating genetic algorithm, finally obtaining a series of evaluation of estimate of typical inland river port of the lancang-Mekong river and the projection vector of each target, according to the result of the index system and the projection pursuit model, summarizes the existing problems in the international river shipping industry development in our country, and combines the data with the actual situation of the lancang river basin gives some development suggestions and provide the reference for the related department.
