Study On The Problems And Countermeasures Of Low-rent Housing System In China

The increasingly prominent role of low-rent housing system for improving the livingconditions of low-income groups, to some extent, more and more attention of the securitydepartment of the central and local housing. The effective implementation of the low-renthousing system, you can better integrate social resources to implement the redistribution ofincome, in order to promote the harmonious development of society and the realization ofsocial justice. Since1998, the State Council published a notice in order to deepen thereform of the urban housing system to speed up housing construction, in order to improvethe living conditions of low-income groups, the State Council and relevant departments hasformulated a series of policies and regulations on the low-rent housing system. However,due to lack of funds for construction of low-rent housing to low-cost housing availability islimited, the more prominent the contradiction between supply and demand of the housingmarket, the housing problems of low-income groups still not been solved. In addition, thelocal government is only concerned with economic growth, growth, and the construction oflow-rent housing arrangements in the important work of the government agenda, did notestablish an effective regulatory and disciplinary mechanism, which resulted in the lack ofmotivation of the local government, resulting in low-rent housing system design andimplementation of system effects differ greatly.In this paper, the current situation of low-rent housing system research, start fromfrom the protection of objects, financing channels, by way of subsidies, the exit mechanism,supervision and punishment mechanism to analyze the problems of low-rent housingsystem, and learn from developed countries from five reasonable assurance as to the scopeof protection, expand financing channels, improve the exit mechanism, improve thegovernment’s responsibility, and strengthen the legal system and the advanced housingsecurity experience, targeted suggestions for the further improvement of the low-renthousing system reference.
