A Study On The Commune Of Opening Low-cost Social Housing In Guangzhou

In china, low-rent housing guarantee system has been built for more than ten years, the basic housing problems of low-income groups have been more serious than before, which attract governments'great attention. At present,all the cities are developing the construction of low-rent housing in order to solve the problems of low-income groups.Taking guangzhou's low-rent housing the commune as the research object,which is China's first one mainly exploited by developers,opened for low-income groups,breaking census register limitation,different from the government's affordable housing,It's a kind of open low-rent housing,as the domestic precedent, It has a strong research significance. The author will study the commune from its location, architecturing, environment, operating mode and the tenants group,summarize its success and its shortage. Taking low-rent housing area in Jin shazhou as a typical case, and the research object as a comparison to the commune. Then it is the core part of this paper. The author puts forward the open low-rent housing construction model at present. From the design, financing mode and management aspect, the author discusses the open low-rent housing construction model.This model combines the advantages of governments'policy and effective management model and operating model.Through exploring the ideal model in order to solve the basic housing problems of low-income groups, alleviate social contradictions, promote the healthy development of China's economics and social progress.According to "finding problem-analysing problem-solving problem"mode,the Paper is divided into five parts.The first part analyses the background the commune,illustrates the research framework and research methods and defines some of the key concepts.The second part analyses the development of the system of low-rent housing and its problems, researching system of low-rent housing of Guangzhou,taking low-rent housing area in Jin shazhou as a typical case, and the research object as a comparison to the commune.The third part studies the Japanese public housing and Hong Kong public housing, from the angle of policy and design,summarizing the characteristics of public houses in Japan.Then, studying the Hong Kong public housing and its historical evolution process, experience for reference.Part four studies the commune from choosing sites, architecturing, environment, operation mode and the tenants group aspect,summarizing its success and insufficiency.Part five illustrates the model of low-rent housing from three aspects:the design, financing mode and management model, discussing the election mode, compact design method, BOT financing mode and community-based management methods.
