Policy Research On Urban Low-Rent Housing Supply

Housing is an important material of the human survival and development, but also a basic right of the human habitation. Since the reform of housing system in 1998, Housing market enters a rapid development orbit, high-income families and middle-income families solve their housing problems through the market, but most of the urban low-income family's housing condition has not getting better improvement. Urban low-income family's housing problems is important and difficult, but also a major problem of the people's livelihood, government has responsibility and obligation to solve their housing problem through the low-rent housing policy, and realize social justice and fairness.From July 1998 ,the State Council issued " the notice of on the further deepening urban housing system reform to speed up housing construction ",in order to solve urban low-income groups'housing difficulties, the State Council joint with relevant departments have formulated a series of policies about low-rent housing construction and management. However, low-rent housing construction base on local government input, the central government only matching funds to the central and western region. As the reform of tax system, local government'property rights reduced but powers increased, local government focus only on GDP growth, low-rent housing construction does not include in local government'management of objective responsibility, and not set performance evaluation mechanisms and disciplinary mechanisms, which making local government lack power and resulting in policy design and implementation differ greatly.In this paper, through the current policy and construction situation of low-rent housing, from the land supply, capital investment, protecting way, access and exit mechanisms, administration, supervision and punishment mechanisms to analyze the existing problems, discuss Underlying reasons of low-rent housing policy'dislocation and government functions'lack, and give reference about policies and measures to government decision-making.
