Low-rent housing system refers that according to the development of social economy and reasonable requirement, the government provides housing security for urban low-income groups by means of monetary subsidies, physical distribution and the subtraction of the rent to maintain and exhibit the social equity. Since it was implemented from 2001, Fuzhou’s low-rent housing system has successfully provided almost 6,000 low-rent house for low-income groups. However, while operating, it also reveals the irrationality of the application criteria and the deficiency of the surveillance. Aimed at the Fuzhou’s low-rent housing system, the thesis summarizes the operation and implementation of the housing system and points out the existing problems. Meanwhile, based on the experience from the housing security policy of some advanced countries and regions and the on-the-spot visit to administrative department concerned and low-rent housing communities, the author proposes suggestions for amendment, and thus provide the policy reference for further integrating the low-rent housing and public rental housing.
