Since the reform and opening up, great changes have taken place in China’s social andeconomic environment, the contradiction between urban and rural areas has becomeincreasingly prominent. Under the impetus of the new type of urbanization, labor forcetransfer to big cities which causes to the expansion in population and tension inconstruction land. At the same time, waste of construction land resources in rural seriously.The concentrated living of farmers is an important way to promote the new urbanizationconstruction and to achieve the overall development of urban and rural.This paper adopts the method of theoretical analysis and empirical analysis. From thebasic theory of supply-demand and the allocation of resources, we analyzed the actualsituation of rural concentrated living in Shandong Province. Under the guidance of thetheory of the allocation of resources, we get that rational allocation of land, labor,infrastructure and other resources need the rural concentrated living in Shandong province.The supply and demand analysis of rural concentrated living shows that the farmers’willingness is the most important factor to influence the construction.Based on investigation of26villages and towns, we get the status of concentratedliving in Shandong province. With these questionnaires, the paper makes an empiricalanalysis in factors which affect farmers’ willingness. The paper summarizes the problemsin present and reasons, then give the corresponding countermeasures to solve theseproblems.The above analysis shows that prosecuting rural concentrated living in Shandongprovince is necessary to realize the rational allocation of resources, but the governmentmust treat the willingness of farmers’ as the most important factor. So government shouldcarry out the construction of rural centralized living moderately.
