Study On The Problem Of Farmers’ Concentration Living In New Rural Construction

The village is farmers’ production and living compounds. Living environment isthe basic conditions of the human survival and development."Production development,affluent life, civilized, village neatly, management democracy" was thought by theParty’s Sixteenth National Congress and the Third Plenary Session. These five phrasesand twenty words’ policy is the starting point of the construction of socialist newcountryside. Keeping village clean and neat creates a good living environment. It hasbecome the new period of important democratic problems and an important goal ofparty committees. The government and the people have paid more attention to it at alllevels. Generally it covers the village planning, infrastructure, farmers’ concentrationresidence, environment regulation and so on. The new community construction hasswept across China. First we should pay attention to farmer’s concentration living anddo a lot of beneficial attempts. We have achieved remarkable results. A group of houseshave been built with the development of economy, such as homes above the store house,former home after the store house. Ecological residence has been constantly emerging.Some local residence has developed to flats. Planning and rational has laied out, newarchitectural forms, clean and beautiful environment of the residential areas were built.We improved the living conditions of farmers. At the same time, we saved the land forindustrial to make space for its development and promote the new urbanization pace.With the further industrialization and urbanization, our country’s agriculture ruraldevelopment is entering a new stage. The rural social structure changes itstransformation quickly. Rural development makes its fusion quickly. More people lessland and the loss of water have created sharpening conflicts. We must face sameobvious problems, such as, the rural Labor loss, farmers the concurrently industry, thehollow of the village, aged tendency of population. In this case guiding farmers to the new community focus will be the consensus. More measures will be implemented. As aso huge government project will finance to go ahead, it involves the state, the collectiveand the interests of the farmers. In the process of implementing, local government onlyconsidered their own interests. They used in a simple administrative command insteadof relevant national laws and regulations. They did not consider fully the wishes offarmers. The villages and small towns construction planning weren’t connected by landuse planning. The land ownership of living point belongs to the fuzzy boundary. We areshort of “the mechanism of leaving old house”.We have a serious shortage of construction funds. Follow the management ofCentralized living wasn’t solved. These problems are waiting to be guided by thescientific development concept. We must adhere to the coordination of urban and ruralintegration strategy and ensure the development goal of those farmers’ concentrationresidential area and new town construction. We must also improve the planning layout,optimize the development mode, deepen the reform of system, increase the supportdynamics, strengthen the element concentration, extend the service function, andimprove the level of management and steadily moving forward.
