Sustained economic and social development as an important guarantee of arable land toprovide a basis for human survival. Accelerating industrialization and urbanization has brought agrowing resource and environmental issues, urban construction demand for land increases, so a lotof land to non-agricultural land resources change. And by ignoring the value of arable landresources, land resources for the irrational use of arable land due to the effectiveness of the groundfloor is occupied by agricultural land to non-agricultural land into the root causes. Not only has theeconomic value of arable land resources, but also has to ensure national food security and farmers’basic living, employment security and social value of clean air, prevent soil erosion, protect theenvironment and other aspects of ecological value. Farmers in the protection of arable landresources, received only part of the significant resources in the economic value of land, which isnot only a lack of comprehensive understanding of the value of farmland performance, but also leadto a lot of land to non-agricultural construction land resources, the conversion of arable land by thevalue of the resources this suffer. In order to promote the long-term effective use of land resources,to be truly protect arable land, it requires people to fully understand the value of arable landresources, will be displayed and the potential value of the land resources into value systems, so asto achieve the sustainable development of land resources.Songnen Plain is located southeast of Harbin, Heilongjiang Province, arable land resources areabundant regions. In recent years, Harbin scale expansion, non-agricultural construction occupancyincreases, resulting in reserve of arable land resources are constantly being transformed anddepleted, people and land increasingly acute contradictions. In this paper, Harbin City as the studyarea, based on the value of cultivated land resources related theory defines the value of arable landresources in Harbin composition, using income approach, market approach and results ofalternative reference method, respectively, on the economic value of arable land resources inHarbin, social and ecological value be measured, and a detailed analysis of the calculation results.The results showed that:(1) on the basis of the relevant research paper defines the value of landresources by the economic value of land resources, social and ecological value of three parts, andthrough these three values cultivated land resources in Harbin is calculated on the total value.(2)Harbin arable land resources in2010to provide the functionality worth up to2,350,136.95yuan/hm~2, where the economic value of919,916.21yuan/hm~2, the social value of1,399,319.06yuan/hm~2, the ecological value of30,901.68yuan/hm~2, the total value of arable land resources are significant economic value of the land resources of2.54times.(3) It turns out that the value of landresources in Harbin dominated by social value, accounting for59.54percent of the total value,followed by economic value, accounting for39.14%, while the ecological value of1.32%of itstotal value. Among them, the land is mainly reflected in the social value of food security function,its social value of34.43%. This can be seen arable land resources are mainly undertakes the role offood security, farmers’ social life plays a vital role. A smaller proportion of the total value ofecological value, but also can not be ignored. In the long term for the expropriation of arable landresources, land resources solely to the economic value of land as compensation is not enough, butalso attach importance to the social value of land resources and ecological value, which is bothdeprived of the fundamental interests of farmers, but also on land resources an inefficient use offarmland protection system is not conducive to play, and can even lead to accelerated loss of arableland resources.
