To conform to laws of development of urbanization and to overcome the problem of the city,some countries especially the developed country begin to cultivate urban belt and city circle actively, which means that the develop of city and area must be generated from the former. Currently the urban belt and city circle actively have became to the important means to fast development period of progress of urbanization of China. The Yangtze River Delta of our country has be generally acknowledged as one of the most famous urban belt of the world, and with the stable and balanced development of national economy, and the acceleration of industrialization and urbanization, many urban belt and city circle actively will develop rapidly——the urban belt of Harbin has became one of which.Formation or development of a city circle will lead to a growth of the need of land predicatively.And as the bottom of land of a country which based on population and agriculture-based power, it is important to coordinate urban-rural relations and to economize on the use of land. This article will focus in the urban land use model in the development of Harbin—city circle,and systematically explores the characteristics of metropolitan development and its related theories and perspectives, and based on the economize on the use of land,protect cultivated land and ruban-rural integration, it analyzes the typical cases of domestic and international metropolitan planning, seeking inspiration metropolitan land use study;to under the guidance of scientific concept of development in accordance with plans to practice and on-site investigation.This article will separately elaborates the status and characteristics of the land-use,problems and influencing factors of Harbin—city circle in natural conditions of land, population and urbanization, industry and socio-economic,location and transportation and so on;from a strategic point of regional view, seizes the development of land intensive and effective regional economic healthly and orderly,and puts forth an idea of development models of spatial radiation of land utilization and further clarifies actual models.
