The level of the cultural industry development is an important manifestation of the social material and spiritual civilization, and also an important indicator of the quality of citizens and social progress. Since the beginning of the21st century, the Chinese government has paid more attention on the development of cultural industries. On the back ground of the recession of the manufacturing industries, cultural industry takes the role of the important economic development engine. History has showed that cultural industry’s spatial organization form similar to the traditional industries. It has the characteristics of industrial agglomeration. The cultural industry is a knowledge-intensive, capital-intensive and information-intensive industry. Gathering cultural enterprises are able to promote communication each other, to accelerate the commercialization of innovation, and as a result, enhance the competitive power of these enterprises. However, the cultural clusters of Shandong Province are not so developed. These clusters which have established relying on Development Zones do not have satisfying competitive power. This situation is not match the status of Shandong as a culture&history center. Therefore, the analysis of the cultural enterprises’clustering development in Shandong Province, has very important practical significance.The first part is literature review. This paper review the cluster theories related to this study at home and abroad. The objects are to clarify the definition of the cultural industries in this study, and to summarize theoretical research achievements and shortcomings, in order to build the theoretical basis of the following analysis. The cultural industries in Shandong Province enjoy the advantage of supporting policies and rich history resource, but suffer the disadvantage of urban-rural civilization differences on the structure of their consumption and poor ability of their enterprises’ innovation. This paper establishes a system to evaluation the competitive power of cultural industrial cluster in Shandong, based on GEM model. The paper hold that the competitive power is not satisfied. Especially, its talented labor and firm innovation are not enough. As a result, although Shandong Province holds rich cultural resource, its related industrial clusters could not hold first level qualifications. The study on those developed cultural industrial clusters shows that these development roads were diverse from each other, but these experiences on regulation, education, financing and internationalization have great inspiration. The cultural industries in Shandong Province should take the advantage of location and history resources, pay more attention on establishing Shandong’s three cultural industry zones. They should develop the new industries which are in favor of environmental protection and could create highly added value. The paper hold that the administrators should take steps to carry out the industry-support polices, take diversified fund-raising strategy, and educate more creative talented population, in order to establish Shandong Province to be an important regional cultural center.
