First of all, about the topic selection of the background environment, that is, after thesecond world war, the founding of new China, States are scrambling to makescientific and technological competition, after China entering the WTO organization,the Central Government issued the national medium-and long-term program forscience and technology development (2006-2020) has developed a series of strategicmeasures for China’s future Science and technology development, the development ofguidelines for the economic development. In this series of policy the Governmentplays a very important role, we research Government R&D the impact of enterprises ’technical innovation to promote high-tech industry. Then, telling contrast to basicconcepts and theories of literature: R&D the type of activity, investment principal, andExecutive principal. Then, comprehensive understanding of the Government of R&Dinputs and outputs in high-tech enterprises and in technology innovation and itsgeographical distribution. Focus on the premise of the new economic growth theory,in a Hicks-neutral technical progress is based on the production function, reference tothe mechanism of China’s sustainable growth: evidence, theories and policies,consistent with the business objectives of the Government of the production function,the introduction of new concepts-Government support for enterprise productionfunction coefficients are high-tech industrial enterprises.
