Study On The Functions Of Government In Cultivating Enterprises'Technical Innovation Capability

The 21st century is an age of information and economy, which is characterized by rapid soar in science and technology. Technical innovative capability becomes the key factor to determine the competitiveness of the nation. Many countries around the world, especially those developed countries, hold the cultivating technical innovative capability as the core of economic development. Therefore, our country has to elevate self technical innovative capability constantly if we want to occupy the advantage position in the economic competition. So far, enterprises in our country are weak in technical innovations, which seriously restrict the development of national economy and elevation of competitiveness. Thus, it's necessary for the government to provide policy supports.Based on relevant researches and theories worldwide, concepts, including technical innovation, enterprises technical innovative capability and so on, are clearly defined in the study, which builds up the theoretical groundwork for the further research.Current situation in the cultivation of enterprises technical innovation capability was analyzed in this study. First, low devotions, activities and products on technical innovation contribute to the weakness of capability in state-owned companies. Basing on the retrospection of government policies, further analysis the limitation of government functions on cultivation of technical innovative capability points out strong government supports are lacked at the macro-control level. It is proved by undound protection of enterprises technical innovation in law, no effective policy formed to support technical innovation and no favorable environment created for technical innovation in the social service field. All of the factors above do harm to the further elevation of enterprises technical innovative capability.It also puts forward that the government must transfer functions as soon as possible, re-orientate their role in technical innovation, change the operation and management models from those under planned economic structure, consummate the function in macro-control, spur enterprises to be the true principal part of technical innovation as soon as possible, and further cultivate enterprises technical innovative capability.In order to cultivate the technical innovative capability of enterprises pressingly, this study is established in the mechanism of government supports, using successful experience from developed countries for reference, and proposed some detailed policies and solutions from three aspects: motivation, realization and indemnity, thus providing references for our country to develop its enterprises technical innovative capability.
