With the speeding up of urbanization process in China, there are many problemsfor rural housing land. For example, there is one more curtilage; the phenomenon thatexceed legal area is occupied is relatively common; do not dismantle or make a newhouse in the old house is difficult to effectively eliminate; migrant workers vacant andidle land is on the rise, at the same time, the phenomenon that the urban and ruralconstruction land expansion appears in the process of the rapid advance ofurbanization, therefore, it is urgent to establish quit of house-site in the countrysideand compensation mechanism, to facilitate the management of house-site in thecountryside, and to promotes the rural construction land intensive use saving.In this article, through questionnaire investigation and discussion, analyzing thequit and compensation will of present situation of rural housing land use and farmingat home and the migrant peasants house sites, points out that farming households’willingness to concentration living at home and paid out of the will of idle land ishigher, and the compensation standard is the main factor affecting the quit will,migrant peasants house sites will quit is relatively low, but there are still more thanhalf would withdraw from, in addition to conservative, the difficult to integrate intocity life and employment instability are the important reason for their reluctance toquit the homestead. Quit of house-site in the countryside are analyzed based on theinvestigation and the problems existing in the compensation process, the paper thinkslacking standard compensation, loss of balance index mechanism of incomedistribution, its interface with urban housing and the lack of transformationmechanism are the key problem in the process of quit of house-site in the countryside.Based on the problem of the quit of house-site in the countryside, in this article,land quit are classified into the government’s leading, the villagers spontaneously,push and market allocation type four ways, compensation can be classified intoconstructive、physical and monetary compensation three types, and according to thetwo parts of the housing demolition compensation and land value compensation ofrural homestead out compensation standard，the papers carries on the preliminary design; at the same time, the rural homestead savings back index using, incomedistribution and reclamation sorting mechanism are analyzed and summarized, thehomestead back room, savings of land use mainly has two ways: one is used asconstruction land, and support the development of urban and rural construction andthe second and third industry; the other is reclamation of cultivated land, developingagriculture production, or replacement indicators of urban construction, in the form of"votes" trading across regions. The article preliminarily design the different ways ofthe rural housing land out of the income distribution. By the empirical research ofpengdun village in Hubei province, the paper analyses and sums up the enterprisepush land out of the experience and compensation; Quit of house-site in thecountryside in China are put forward policy recommendations: establishing ahomestead property interests realization and protection mechanism; diversifying itscompensation mode and scientific and reasonable compensation standard; specifyingsavings target utilization and reasonable benefit distribution mechanism; exploringquit and growth of house-site in the countryside housing security cohesion andtransformation mechanism.
