Research On The Issues And Countermeasures For Economic Transformation Of Jiaozuo

The transformation of the resource-exhausted cities has always been a worldwide difficult problem. As a typical resource-exhausted city, the experience of Jiaozuo has a widespread meaning, but also has its own unique features, so the study has great importance. In the end of the1990s, with the resources of the high-intensity development, the coal resources of Jiaozuo face the problem of exhaustion, as the simplification of the industry, the development of its own city was threatened. The text borrowed from the theoretical knowledge of the regional economics, ecology, and recycling economics. With analyzing the social and economic situation of pre-transformation and the specific measures, and the effect and the problem in this transformation, in combination with the policy options and related theory, it made some suggestions for the following economic transformation in the last part of this article.This paper adopted some methods to analyze and study the following transformation, such as document analysis, comparative study, and the combination of quantitative analysis, and this paper is divided into four parts: In the first part, for one thing, it analyzed the backgrounds for the economic transformation in Jiaozuo, including four aspects, resource situation, industrial policy, corporate strategy and location factors, for another thing, the main problem for transformation, for example, the resource enterprises overburdened, slow economic growth, the number of unemployed people increasing, and the serious environmental pollution and so on.In the second part, it analyzed the course and the result of the economic transformation in Jiaozuo, surveyed the transformation policy formulation, the development of special industries, the adjustment of industrial structure, urban functional orientation conversion process, and then evaluated the effectiveness of the economic transformation in Jiaozuo, including economic effect, social effect, and industrial effect.In the third part, it referenced to relevant theory, and through the comparison of the second part, it analyzed the problem and its reasons for the economic transformation in Jiaozuo. It has three major problems including industrial structure, environmental pollution, and high unemployment rate. The disorder of the industrial structure mainly due to the uneven development of the primary industry, high-tech industry development lags behind, backward development of the tertiary industry; environmental pollution problems mainly due to most of the polluting enterprises in the urban areas, the extensive mode of economic growth, and lacking knowledge for government; unemployment problem is due to the imperfect labor market,the poor re-employment training mechanism, and the stability of the re-employment.The last part, it made several suggestions for the following economic transformation:firstly, promote the industrial structure upgrading; secondly, develop the recycling economy, promote the ecological transformation for Jiaozuo; thirdly, properly arrange the labor and cultivating talents on industry transformation, and these are very useful for local economic development.
