In recent years, increased temperatures, sea level rise, extreme weather and climate events occurred frequently and caused by climate change, global environmental problems have attracted more and more attentions. As the carrier of all resource and environment factors, the land use change through to the atmospheric concentration of greenhouse gases such as CO2emission or absorption change of greenhouse gases in the atmosphere, the impact of climate. Study on land use and carbon emissions, the relationship between land use change and carbon emissions of carbon emissions, straighten out under the constraint of land sustainable utilization level, on how to reduce carbon emissions from land use structure adjustment and optimization, for sustainable use of land resources, promote land use carbon emission reduction (sink) by theory research to practice has important significance.This paper takes Fengdu County as the study area, the carbon emission effect caused by land use change based on the analysis of carbon emissions from land use evaluation; development of sustainable land use item and comprehensive evaluation of carbon emission constraints; in the carbon emission reduction (sink) construction planning model constraints, and get the project optimization of sustainable land use structure, from carbon emission reduction (sink) point of sustainable land use to provide the basis. The main conclusions of this paper are as follows:(1) Fengdu county overall carbon emissions are increasing, and the increasing degree of change, the more violent. According to estimates, Fengdu county land use overall carbon emissions carbon source and carbon balance in1998from11.59×104t to87.62×104t, an increase of6times as much. The carbon emissions come mainly from the construction to expand the scale of construction land, carbon emissions from748.93×1044t to929.73X104t during1998to2011, an increase of nearly200X104t. Cultivated land itself has effect of carbon sources, but also has function of carbon sequestration, two after neutralization, manifested as carbon source. Overall carbon emissions changes little during the research period, the cultivated land per year, a small decline in the rate, from3.63X104t to3.44X104t during1998to2011. To expand the forest area become land use main source of carbon sequestration, carbon uptake from740.65×104t increased to845.25X104t during1998to2011, a crucial effect on the carbon balance. In addition, grassland, water area and wetland effect for carbon, but carbon sequestration is not. At the same time as the ecological grassland, water area and wetland fragility, the need to further strengthen the protection, prevention and control of the active carbon source type of land use change. In addition, from the Fengdu county land use analysis of effects of carbon emissions intensity, and carbon emissions and total emission change, gradual uplift of the situation. All construction land carbon intensity experienced a "increase process--fall-increasing the economic point of view," accounting shows that land use carbon emission reduction (sink) potential. (2) The level of sustainable land use in Fengdu County, under the constraint of carbon emissions fluctuated upward trend, the overall stability in the basic sustainable stage. In single factor analysis, Fengdu county land study period production sustainable level is steadily increasing, especially since the past three years, with the rate of land productivity and land use, land sustainable productive level index were higher than0.900; the protection of land resources of sustainable basically sustainable state level is, the study period index of the minimum value is0.566, the maximum value is0.738; the land sustainable level stability index to calculate the minimum value is0.519, the basic sustainable state in the study period; the land utilization economic feasibility of sustainable level from0.502to0.966during1998to2011, from the basic sustainable land use, the transition to a sustainable state of the recent land; using the social acceptability of sustainable levels fluctuate trend, the minimum value is0.517, the highest value is0.719, is basically sustainable state. The protection of land resources sustainable level and comprehensive sustainable levels fit the highest, is an important source of pressure on the sustainable use of land. In order to realize the sustainable utilization of land use, low carbonization of land resource, need from optimizing the structure of land use and layout of the two directions of land use regulation.(3) through the optimization of land use structure, land use and carbon emission reduction (sink) has great potential. To get the land use structure optimization program by using multi-objective programming model to calculate:to2020, arable land area is81836.71hm2, area of garden is11530.42hm2, forest land area is148855.74hm2, area of grassland is928.66hm2, other agricultural land area is19545.76hm2, rural residents land area is9209.62hm2, urban industrial land area is1877.33hm2, traffic and other construction land area of1698.56hm2, water area and wetland area is7358.09hm2, unused land area is7245.00hm2. Compared the results and "Fengdu County, Chongqing City, the overall land use planning text"(2006-2020)(hereinafter referred to as the "general rules") in the planning objectives for the year2020goal, high "general rules" index of the main into farmland, woodland and grassland area, less than the "general rules" index of the main for the land, other agricultural land, urban and rural construction land, transportation and water conservancy and other land area. In the carbon emission reduction (sink) target, limited by the size of the carbon source construction, and the main carbon source forest scale needs to be expanded.(4) In order to achieve more effective land use carbon emission reduction (sink) goals, should be established and formed by the government guidance, market to mobilize public participation in land use and carbon emission reduction (sink) support system. All the participants in the control and interaction by itself, maintain stable operation of the system, realize land use reduction (sink) target. The government mainly embarks from the land management, planning guidelines, objectives, policies to encourage the view, guidance and supervision of land use. The level of the market mainly through own adjustment, optimizing the structure of land use, intensive management of land; reduce duplication of construction and land idle land; improve input-output efficiency; provide more low carbon technology and product support services. The public level, take low carbon concept into everyday life, participate in low carbon decision.
