As people pay more and more attention to the increasingly issues caused by theglobal warming,at the same time,forest,as an important tool to slow global warming,itgains much more attention by the whole society.Trade in forest products which hasclosely related to the sustainable development of forestry,has become debate betweenEnvironmentalism and free trade scholars.In order to protect the environment,theenvironmentalism has made series of measures with the intention to maintainsustainable development of human being.However, with the development of tradeliberalization, and continuously reduction of tariff barrier, the traditional non-tariffbarriers are severely restricted, some protection measures which aim to protect heenvironment has gradually evolved as trade barriers, these measures has a significantand far-reaching impact on the forest production trade.Recently,China has become the second country in the world trade in forestproducts, and plays an important role in this field. but China’s exports of forest productsis often hindered by the national trade protection measures which have a significantimpact on forestry enterprises.Despite all these years, our country continue to provideincentives and preferential policies to the enterprise which is in the trade of forestproducts, such as relief and reduce export tariffs for most of the forest products,andimprove the forest products export tax rebate,.However, with the continuousintroduction of relevant standards such as forest certification, the Lacey Act, etc..Whichhas drive up the cost of trade in forest products export,and take a great threat to thesurvival and development of these enterprises.The paper stated low-carbon barriers under the background of the action to addressglobal climate change and the function of forest carbon sink, verified the legitimacy ofthese barriers under the WTO rules and effects on world trade in forest products.On thisbasis, from the static and dynamic effects, this paper analysised the impact of thesebarriers on Chinese wood forest product exports.From the static, the low-carbon barrierswhich developed countries implemented will control chinese wood forest productexports from the price,quantity and social welfare.From a dynamic perspective,Essentially,Taking on the low-carbon trade barriers is a dynamic game process.Theexports of China’s forest products face the increasing threat intechnical barriers from developed countries.The criticals are to improve thecreativity of technology,create more high-tech and value-added products, narrow the technology gap with developed countries,and cultivate forest products internationalcompetitive advantage.This paper also select the formaldehyde emission standard as thestandard measure of low-carbon trade barriers, Analysising the effect of improvementformaldehyde emission standards on China’s wood-based panel exportsquantitatively,The conclusion is these measures on China’s wood-based panel exportshad a severe inhibition.Finally,this paper extract from the two levels of government andenterprises to provide solutions to deal with low-carbon barriers from foreign forestry.
