"Countries outstanding in the world first sing in the oceans, those who decline first lose in marine". Marine economy has entered the forefront of the competition in comprehensive power in the new century. Modern marine economy highly depends on marine science and technology(S&T). Developed marine countries have invested much in the research and development of marine S&T, and marine economy owes 50% of its increase or more to it. Although we China has made great progress in marine S&T, there is still a wide gap compared with the marine powers, and its contribution rate to marine economy is still very low. It has become the most significant point to develop marine S&T, and increase its contribution rate in our strategy to develop marine economy in the new times.Chapter 0, "Introduction". This chapter reveals the importance of marine S&T as the beginning, then, indicates the problem we faced, analyzes the necessity of evaluating the contribution rate of the marine scientific and technological progress, which helps to establish the research objectives of this paper.ChapterⅠ, "Relative concepts". Reference on other researches, this chapter studies the connotation and extension of scientific and technological progress, defines the contribution rate of marine scientific and technological progress on this basis, which paves way for the following measurement.ChapterⅡ, "Summary of scientific and technological progress theories". This chapter studies the theory of economic growth, technological progress and other related theories systematically, analyzes the role of S&T from macroeconomics, industries and micro-economics in detail, and indicates the contribution of scientific and technological progress on economic growth.ChapterⅢ, "Marine scientific and technological progress and marine economic growth". This chapter describes the development of marine S&T and marine economy, points out the problems we faces in developing marine economy, then, highlights the importance of marine S&T, clarifies the way marine S&T effects on marine economy.ChapterⅣ, "The establishment of marine scientific and technological progress contribution model". This chapter compares a variety of measuring methods, demonstrated the possibilities different methods applying to marine economy, finally decides to adopt the production function and the Solow model to calculate the contribution rate of marine scientific and technological progress.Chapter V, "Empirical analysis on the contribution rate of marine scientific and technological progress ". Based on the features of the marine economy and the data, this chapter calculates the contribution rate of marine scientific and technological progress from the perspectives of marine industry, the entire marine economy and typical marine provinces respectively. It turns out that the effect of marine scientific and technological progress on the marine industry is obviously divided into two categories:for the traditional marine industries, such as the marine fishing, the role of marine scientific and technological progress has not been fully revealed; and for the emerging industries, such as the marine oil and gas industry, marine scientific and technological progress explains 30% of the its growth. During 2001 and 2007, marine scientific and technological progress contributes approximately 18.75% to the entire marine economy. This chapter also studies the contribution of marine scientific and technological progress in Shandong province, analyzes the factors influencing the contribution rate of marine scientific and technological progress.Chapter VI, "Advices to improve the contribution rate of marine scientific and technological progress ". Based on factor analysis in the preceding chapter, this chapter offers some measures and suggestions to raise the contribution rate of marine scientific and technological progress.
