At present, science and technology is driving the economic growth, agricultural science and technology progress on the contribution share of agricultural economic growth is increasing. Estimates the the size and trends of contribution rate of agricultural science and technology on economic growth (ie, the contribution rate of agricultural science and technology progress) to reflect the problems in the country or region’s agricultural development strategy.This contributes to overall grasp the level of agricultural science and technology and the potential for scientific and technological progress.At the same time, this is an important reference value for the national agricultural economic development strategy formulation and agricultural decision-making. Although there are a lot of research on the contribution rate of agricultural science and technology at home and abroad, but few studies of the contribution rate of agricultural science and technology of Jilin Province. Therefore, it is necessary to calculate the contribution rate of agricultural science and technology of Jilin Province from different angles.In this paper, the Solow growth rate equation method to account for the progressive contribution rate of Jilin Agricultural Science and Technology. Solow growth rate equation method is issued by the technology and quality standards promulgated by the Secretary in the Ministry of Agriculture, which is the method of the uniform application of the provisions of our country.At the same time, introduced a number of factors that affect the progress of agricultural science and technology of Jilin Province, and finally put forward suggestions to promote the progress of agricultural science and technology.The model is based on the Cobb-Douglas production function. As the land is an integral part of agricultural production factor, therefore, we estimated that the agricultural scientific and technological progress contribution rate plus the element of the land. In order to estimated the contribution rate of technological progress,we usually assume that science and technology progress is neutral, and the parameters change over time. In order to make the calculation results are comparable, this article data from the Statistical Yearbook of Jilin Province, China Statistical Yearbook and China Rural Statistical Yearbook is from1995to2010.In parameter estimation, I use Eviews software to estimate with LSM. From1995to2010, Jilin Province elasticity coefficient of capital elasticity coefficient α=0.51, elasticity coefficient of labor β=0.75-0.51=0.24, elasticity coefficient of land γ=0.25. It can be seen, Jilin Province agriculture is capital-intensive agriculture.It turns out that:agricultural economy of Jilin Province in the years1995-2010growth steadily, the contribution rate of the input factors on the agricultural economy from high to low in turn is capital, technology, land and labor.The increase in total agricultural output in Jilin Province, mainly depends on two factors of the capital investment and technology progress. Agricultural economic development influenced by natural conditions, Jilin agricultural disaster situation is more serious, the individual years affected up to90%. Combination of factors led to the progress of agricultural science and technology have a significant impact agricultural economy of Jilin Province, resulting in larger fluctuations of calculation results,the progressive contribution rate of agricultural science and technology fluctuations, these values can not truly reflect the trend of development of agricultural science and technology of Jilin Province.The annual average contribution rate of agricultural science and technology(35.53%) can truly reflect the level of agricultural science and technology of Jilin Province from the year1995to2010. Agricultural science and technology have a tremendous role in promoting the development of the agricultural economy of Jilin Province. Jilin agricultural scientific and technological progress contribution rate level is not high, lower than China’s average, far lower than the level of developed countries.
