As the first industry in our country, Agriculture takes an irreplaceable important role in the national economy and social progress. In recent years, with the guidance of national policy, the rapid development of agricultural production, agricultural economy has achieved obvious growth, which made a significant contribution to social progress and the improvement in people’s living conditions. But along with the social economy enters a new stage of development, the traditional mode of agricultural economic growth encountered bottleneck, it already can’t keep up with the pace of social progress, this contradiction only can be solved by relying on the progress of technology, Therefore, to study on the measurement of Heilongjiang Province’s contribution rate of agricultural technology and science, can clear the mutual influence and its mechanism between them, and find out the key factors increase agricultural economic growth, which can provide the reference for the further improving the level of agricultural economy, the agricultural modernization, marketization, industrialization and sustainable development, these have very important practical significance.In this paper, we select Heilongjiang province which is a big agricultural province as a typical example, Using the Data Envelopment Analysis, together with the present situation of agricultural development in Heilongjiang province, setting up the model of Heilongjiang agricultural science and technology progress contribution rate measurement. Calculating the agricultural science and technology progress contribution rate of Heilongjiang province from2003to2012,and then,the paper analyzed the results,and according to the present problems existing in the development of science and technology of modern agriculture in Heilongjiang province. The research results show that:1. Using the DEA method to measure Heilongjiang Province’s contribution rate of agricultural technology and science, subordinates in Heilongjiang province each region of the decision-making unit, select the paper studies the effective decision making units can be more objective and more accurate reflection of Heilongjiang Province’s progress contribution rate of agricultural technology and science to agricultural economic development level. 2. Heilongjiang Province’s contribution rate of agricultural technology and science showed a trend of increased year by year, has more than50percent after2009, the agricultural progress has become the main influencing factors to promote the development of agricultural economy, but with the agricultural capital investment has a certain competition, find the balance point of the two, can achieve the maximization of efficiency of input and output; index of agricultural inputs fertiliser use reduction increase trend on the whole, conform to the trend of modern ecological agriculture development.3. On the whole from2003to2012in Heilongjiang province, agricultural economy showed a trend of steady growth, Heilongjiang Province’s agricultural technology and science impetus to the development of agricultural economy, but compared with developed countries, inadequate in Heilongjiang province agricultural science and technology, scientific and technological achievements conversion rate is still low, therefore, further calculating the agricultural science and technology progress contribution rate of Heilongjiang province has great significance.
