As our economy continues to develop the competitiveness of China’s exportsincreases, Chinese products have to face anti-dumping investigations frequently in all partsof the word. In recent years, the number of anti-dumping measures to China’s export hasbeen ranked NO.1in the world, which creates negative impacts to China’s products in theoversee markets. As one of China’s main trading partners, the United States is one of thelargest countries regarding the number of anti-dumping cases to China’s exports and theamount of trade concerned with these cases. U.S. anti-dumping investigation is bound todrastically limit China’s involved products exporting to the United States. However, not allthe products China exports to the US are subject to the US anti-dumping investigation.There are some other products which are not subject to the US anti-dumping investigation.When these products are investigated by the US, what impact will be for our productsexporting to the US, is it positive or negative? If it is positive, whether it can offset thedisadvantages brought by the United States anti-dumping investigation, and what impact itwill be for China’s export to the US when the US adopts anti-dumping investigation. Thispaper will expound this influence from two angles: China as the accused country and as thenon-accused country.First of all, this paper analyzed several effects of the anti-dumping investigation fromthe theoretical point of view: trade destruction effect, trade diversion effect, tradedeflection effect, trade depression effect. From the theoretical point of view, we canspeculate the US’ anti-dumping investigation is bound to limit China’s export to the USwhen China as the accused country. When china is the non-accused country, if the USadopts anti-dumping, China’s exports for the related products will be increased, benefitingfrom the trade diversion effect.The third chapter made a statistical analysis for the anti-dumping investigation affectfrom the US to China through the example and method of comparative analysis. WhenChina as the accused country, I analyze this affect from three aspects: examining directlythe changes about the product exports from China to the US, comparing the difference of the exports to the US between China’s accused exports and non-accused exports,comparing the difference of exports to the US between China and other main countrieswho export the some products to the US. When China is an accused country during the USanti-dumping investigation, I used one anti-dumping case to analyze. This case oppened in2004. The US implemented anti-dumping measures for pure Carboxymenthylcellulosewhich originating in Finland, Mexico, the Netherlands and Sweden. After comparing thedifference from this product they export to the US, we can find obviously that this kind ofanti-dumping can increase the exports for China to the US. In chapter four, after empiricalanalysis, I found that if the US implemented anti-dumping investigation, it will increaseChina’s export when China is the non-accused country, if China is the accused country, thiseffect will be negative. But this positive affect can’t offset the negative ones. The totalinfluence is negative. At last, this paper summarized the results of the empirical test,analyzed the reasons for this result, and gave some policy recommendations. In order todeal with this negative impact on China for the United States to carry out anti-dumping,China should make full use of the WTO Anti-Dumping Agreement to boycott U.S. abuseof anti-dumping, establish anti-dumping fund mechanism to encourage enterprises toactively respond, promote vigorously the export commodity structure optimization andupgrade of comparative advantage. At the same time, enterprises should improve productquality, brand, change the image of the product; respond actively to the defense in a timelymanner. And industry associations should play a full part during the U.S. anti-dumping.
