Game Research Of Honesty Regulation In Food Safety

Food safety concerns residents' health.More and more food safety incidents were exposed to public in recent years.All sectors of society have paid great attention in this situation.Due to the trust product attribute makes the food safety information between government regulators and food enterprises,food enterprises and consumers are serious asymmetry.The probability for food enterprises being tempted by profits to choose dishonest management to product unsafety food are very high.So the food enterprises need to be regulated in honesty.Food safety have the properties of public goods and externality.These properties makes the food safety supervision needs the government to lead.At the base of listing the function of the food regulation apartments,using the game theory as the research methods to build the game models about honesty regulation of food safety between food enterprises and consumers,small-scale food enterprises and local regulators,large-scale food enterprises and local regulators.At the base of building two part game models,this article built three part dynamic game model about honesty regulation of food safety among local regulators,food enterprises and consumers.Aiming at the influence factors' influence mechanism is very complicated,the influence mechanism of influence factors to all game-agents to draw their game equilibrium strategy choices was intuitively obtained by the analyses of numerical example.Combined with the result of game analysis and analyses of numerical example,we can draw a conclusion that government supervision department,food enterprises and consumers were incentive incompatibility at the honesty regulation of food safety.This means some of the government regulators do not actively regulate,the situation of accepting bribes in the process of supervision are ubiquitous;food enterprises being tempted by profits choose dishonest management to product unsafety food which damaged consumers' health;consumers have a low right-protection awareness,they are not active to take action in supervising food safety indirectly,such as complaints,etc.Combining the game mechanism,and puts forward the countermeasures to realize the incentive compatibility among all game parties: by changing local governments' interests pattern,combining punishments afterincidents and incentives before incidents and political affairs open system to make governments to supervise food safety consciously and actively;Food enterprises through perfecting information communication mechanism in order to expand the reputation benefits,using social regulatory power,strengthening the penalties,etc to make themselves to consciously and actively take the honest management strategy;by getting more education about right-protection awareness,reducing costs in rights protection and other measures to encourage consumers to participate in food safety honesty regulation consciously.
