Evaluation On Rural Residential Intensive Land Use In The Hongxinglong Reclamation

At present, with the accelerated process of urbanization, China has entered the efforts to getrid of the whole urban-rural dual structure and get ready to entering into an important period ofurban-rural integration. Due to always lack of planning guidance, the defects of rural residentialin the construction process are the larger-scare land-use, structural imbalance, low efficiency andother problems, which causing a huge waste of land resources[1]. At the same time, the ruralhousing is constantly occupying cultivated land, it is a serious threat to food security andecological security of the country, the contradiction between people and land is becoming moreand more serious. So in the period of urban-rural integration, Intensive use of rural residentialland is imperative, and related research has important practical significance.The paper uses the rural residential land of Hongxinglong reclamation area which is themain area of grain production as the object of study. Based on absorbing the experience andachievements of relevant research at home and abroad, taking the location theory, man-landcoordination theory, urban-rural integration theory as guidance, many research methods such asfield investigation, system analysis, quantitative analysis and qualitative analysis, thecombination of theoretical and empirical research and other research methods were employed toevaluate the level of rural residential intensive land use in the Hongxinglong reclamation area.After analysis current situation and problems of Hongxinglong reclamation area, this paperestablished the land intensive use indicator system of Hongxinglong reclamation area from threeaspects—rural residential land use input intensity, rural residential land use degree and ruralresidential land intensive use potential level,8evaluation indexes are selected, used AnalyticHierarchy Process （AHP） to determine weight of evaluation index, and then used multi-factorcomprehensive evaluation method to construct the appraisal model. This paper evaluated the levelof rural residential land intensive use, taking the farm as the evaluation unit. According tocomprehensive score by high to low, the level of rural residential land intensive use of the11farms in Hongxinglong reclamation area were divided into4grades, the respective correspondinggrades were intensive use, moderate use, low efficient use and extensive use.The results indicate, the overall level of rural residential land intensive use of Hongxinglongreclamation area is low. The Hongxinglong reclamation area governs13farms:1farm belongs tointensive use （Baoshan farm）,4farms belong to moderate use （852farm, Hongqiling farm,Shuangyashan farm, Jiangchuan farm）,3farms belong to low efficient use （853farm, Shuguang farm,597farm）, and3farms belong to extensive use （291farm, Beixing farm,Raohe farm）. It is concluded that Hongxinglong reclamation area of rural residential landintensive use still has larger potential capacity. The countermeasure of intensive land use wasproposed, respectively aimed at the intensive use area, the moderate use area, the low efficientuse area and the extensive use area, which fully considered various division characteristics andmain restricted factors. The intensive use area （Baoshan farm）: strengthen activities centerconstruction in farm and working station residents group, perfect the construction of townplanning, control the scale of land use strictly; The moderate use area （852farm, Hongqilingfarm, Shuangyashan farm, Jiangchuan farm）: clear property rights, reinforce the managementof rural homestead; The low efficient use area （853farm, Shuguang farm,597farm）: activelysupport the new rural construction, implemented increase and decrease connection of urban andrural construction land policy. The extensive use area （853farm, Shuguang farm,597farm）:actively implement the rural residential land consolidation, steady progress to remove teamswork.The result of this study can provide references for the rational and scientific utilization ofother related areas.
