Study On The Intensive Use Evaluation Of Cultivated Land In Baoquanling Reclamation Area Based On Food Security

The cultivated land in our country has the small number, poor quality and reserved resources are not enough. To guarantee national food security, maintain social stability and promote the sustainable development of economy and society, studying the issue on cultivated land use has become a focus. As the major and high grain-producing area of Heilongjiang Province, Baoquanling Reclamation Area has been made great contribution for the national food security. But with the rapid development of urbanization and industrialization, and the reasons such as ecological restoration, agricultural structure adjustment, natural factors, The area and output of cultivated land has changes volatility, and have an important affect on the national food security. Now our country has get into the key period of comprehensive construction affluent society, As the standard of living rise, people food consumption structure improving, the demand of the number of agricultural products increase and the quality requirements constantly improve, The food security problem exist for a long time and could be worse. Land is the root of the production, how to use the cultivated land in reclamation area reasonable, make more food output under the premise of ecological benefits has been protection, and realize the sustainable development of cultivated land resources become the pressing problems we facing. In the background of basic balance in the amount of cultivated land, in order to improve the output capacity of land units in Baoquanling Reclamation Area which is the major grain-producing area, it is particularly important to study the cultivated land intensive use of the typical area.Cultivated land use and food security is inseparable, intensive and efficient use of cultivated land on the basis of keeping a certain quantity and quality cultivated land is the key to sustain the food security. In this paper, cultivated land in Baoquanling Reclamation Area, the major grain-producing area was taken as the research object, based on widely drawing domestic and oversea experiences of studying the theories of cultivated land use, the situation of cultivated land use in Baoquanling Reclamation Area was analyzed and evaluation index system of cultivated land intensive use was constructed from the. input intensity, utilization intensity, benefits, persistent state of cultivated land.On this basis, the optimal combination weighting method and multi-factor comprehensive evaluation method were applied to determine the level of cultivated land intensive use of the overall Baoquanling Reclamation Area.Coordination degree model was utilized to quantitative analyze the system coordination. Meanwhile, the cultivated land use level of13state farms was quantitative evaluated respectively, and spatial-temporal differences variation was analyzed. Then, calculate and analyze the relationship of food security and cultivated land intensive use level. Finally, combining with the evaluation results and characteristics of arable land use, appropriate countermeasures were put forward to promote the improvement of arable intensive use level.The results show that,(1) Overall evaluation of cultivated land intensive use in Baoquanling Reclamation Area. From1999to2008, the level of cultivated land intensive use took on the state of rise-fall-rise; Different index and factors have different influences on the cultivated land intensive use degree in the study area, the input intensity and benefits have the bigger influence, system coordination degree was also in a constant state of fluctuation, but the trend was not the same as the intensive use level curve, overall coordination level was not high.(2) Zoning Evaluation of cultivated land use efficiency in Harbin. In time, from1999to2008, each farms of the Reclamation Area all showed the different levels of fluctuation. Similar to the curve of cultivated land intensive use in the whole Baoquanling Reclamation Area, they were all in unstable state, but still took on upward trend overall. The year2003was a turning point, some farms intensive use level drops. Cultivated land intensive use level remarkable differences in space between these farms, the intensive use level in the northeast and in the northeast higher than the central region.(3) There is a high correlation between cultivated land intensive use level and food security, but with the interference of outside factors such as natural disasters, the two related coefficient to be decreased,(4) According to the existing problems of the cultivated land use of Baoquanling Reclamation Area, From five aspects put forward to improve the cultivated land intensive use countermeasures and suggestions of Baoquanling Reclamation Area, including strictly protect arable land quantity, scientific adjusting agricultural structure, improve the quality of cultivated land and increase land investment in science and technology, rely on scientific and technological progress, improve the cultivated land comprehensive grain production ability, strengthen the agricultural infrastructure construction improve disaster prevention and mitigation capacity, pay special attention to the land development and consolidation of work and the ecological environment construction.
