In1990s information technology leaped and bounded and internet rapidly rose were all had aprofound influence on the production life of the human. In recent year, Internet based on real-time,interactive features throughout every corner of the world, to bring fundamental change to the humanpolitical, economic, cultural, and life. In the business sector, the Internet is also shaking up thetraditional way of trade, develop new ways of trading, the manner and scope of the formation of a newtransaction mode—E-commerce.China is a large agricultural country, rich in a wide range of agricultural resources. However, dueto the contradiction between our scattered small-scale production and big market, seasonal, regionalagricultural production as well as the characteristic of agricultural products require preservation,severely restricting the flow of agricultural products in China, leading to all kinds of hard to buy, aredifficult even the frequent occurrence of the threat to China’s agricultural production and social stability.Agricultural products e-commerce will through the combination of modern information technology andbusiness and combine the agricultural production, processing, packaging, distribution and the sale ofvarious aspects, its real-time, low-cost advantages to address the agricultural products in the process ofcirculation in the face information asymmetry, poor agricultural logistics problems.Heilongjiang Province is a major agricultural province, the province’s arable land and woodlandarea rank first in the country and the acreage of green food industry first in the country, features richanimal and plant resources, the2012grain output is to achieve a "nine Continuous growth" total grainand call up the ranks first in the country. However, due to the dispersion of agricultural production,circulation system is not perfect, the production structure is irrational factors lead to difficulty in sellingagricultural phenomenon which maked agricultural products seasonal, structural, regional relativesurplus, which restricts the development of rural economy.The paper focus on the proceed from the actual situation of the agricultural e-commercedevelopment in Heilongjiang Province. firstly, theoretical definition of the concept of e-commerce ofagricultural products, has combed and transaction costs, economies of scale, supply chain theory andresearch, and Analysis the problem of Heilongjiang Agricultural Electronic business developmentsituation, Analytic Hierarchy Process analysis of the various factors that influence the development of agricultural e-commerce in Heilongjiang Province, and relevant experience of the developed countriesand regions at home and abroad are learned agricultural e-commerce development in HeilongjiangProvince. Based on this, a number of comments on the agricultural e-commerce development inHeilongjiang Province, such as speeding up the construction of information networks, and activelyguide farmers to set up specialized cooperatives, culture and the introduction of e-commerce talent tostrengthen the standardization of agricultural products and brand building, innovative agriculturale-commerce mode, strengthen agricultural logistics system. Designed to accelerate the development ofagricultural e-commerce in Heilongjiang Province, to promote the circulation of agricultural products,economic development in Heilongjiang Province to do a little humble.
