People take food as their first need and grain is the treasure of the country. Food grain is the essential matter for human existence. Its quality and safety is closely related to the harmony of society, the stablility of politics and the development of economy. The complicated food grain supply chain system involves many links and wide range. Food grain could be contaminated in every single link. The problems concerning the quality and safety of food grain increasingly come out these years, presenting serious threat to the health of consumers. To ensure food grain safety and protect consumers’ right to know, the developed countries has demanded and implemented traceability system of food grain quality and safety. At present, constructing a traceability system from "farmland to dining-table" becomes a crucial means to strengthen food quality and safety. Therefore, constructing a traceability system for food grain quality and safety is of pround and realistic significace to protecting physical and mental health of consumers and improving regulation efficiency of the government.Based on the analysis of the status quo of food grain quality and safety, the present study, taking rice production in Hunan province as the research object according to the characteristics of food grain supply chain, analyzes the potential safety hazard and the causes in the process of rice planting, rice storage, rice processing, rice transporting and sales and selects the key traceability targets affecting rice quality and safety. By means of EPC and RFID techniques, the rice quality and safety traceability system is developed the firsrt step to ensure consumers’ right to know and improve the government’s supervision efficiency.Main results for this study are as follows:The rice traceability targets system is established.The process traceability targets, which cover the rice supply chain-rice planting, rice storage, rice processing, rice transporting and sales, and safety traceability targets are selected. The establishing of key traceability targets improves the efficiency of collecting traceability information and ensures the speedy and accurate inquiry of rice source and fate, providing information for constructing a shared rice quality and safety traceability system.2. Through researching EPC and RFID technology, food grain quality and safety traceability encoding scheme based on EPC is proposed.The information auto-collecting system in the process of planting, storage and production, transporting and sales is constructed with the RPID as the carrier. The key information coding system for food grain quality and safety traceability is designed and established with EPC coding modal, providng a coding basis for constructing food grain quality and safety traceability information system.3. According to the characteristics of rice supply chain and the information techology standard of rice producing enterprises, the overall structure and network structure of traceability information system is designed, and the food grain traceabilty system with fuctions of information collecting, information management and information inquiry is consturcted. This system mainly consists of planting management sub-system, storage management sub-system, process management sub-system, transport management sub-system, sales management sub-system and maintenance management sub-system.4.The installation testing of the information system for rice quality and safety traceability is finished preliminarily. The backstage information management system mainly enables administrators to collect, enter, modify and delete the key traceability targets of food grain quality and safety; whereas the front-desk information management system enables consumers to inquire the key traceability targets related to food grain quality and safety.
