With the rapid development of the financial market, the market environment has become more complex and uncertain, and the range, the level and the characteristics of market competition, have undergone a significant change. The focus of the enterprise competition has changed from the competition of the quantified product resources, such as capital, products, etc. Into the talent competition. Effective human resource management and development has become an important way for enterprises to gain competitive advantages, while performance appraisal as an important part of the human resources management, has gained more and more attention from the business and the employees, and it plays a more and more significant role in the enterprise. However, performance appraisal works late in the majority of enterprises in our country. Due to its imperfect, unsound and unscientific shortcomings, the existing performance appraisal system has been the reason for the decline in employee satisfaction, low efficiency, declined morale, the outflow of talent and lagging development. So for enterprises, especially state-owned enterprises, it has been a more urgent and significant issue of how to design and optimize the existing performance appraisal system, and establish a set of sound scientific performance appraisal system in line with the actual development of enterprises.Based on literature study and theory summary, we chose Lanzhou bank as research object with the method of a combination of interviews, summary and system analysis. What’s more, selecting from the basic theory of the performance appraisal, and working on the basis of the existing performance appraisal of Lanzhou bank, in accordance with the requirements of the modern enterprise human resource management and Lanzhou bank’s own development objectives, we optimize the performance appraisal system of Lanzhou bank from several points, such as content and index, period confirmation, subject selection, method optimization and result application, and establish a relatively scientific and rational staff performance appraisal system, which can provide reference for other enterprises, especially for financial institutions, to carry out a performance assessment, so it has a positive practical significance.
