Research On New Type Of Rural Social Endowment Insurance In Yibin City

A new rural social endowment insurance system should be established in our cou ntry in order to cope with the ever increasing aging population in the rural areas a nd the intensifying dilemma resulted from China’s traditional ways of Old-age Car e. Such a new system bears great strategic significance on improving our social securi ty system, providing a favorable living environment for the elderly in the rural area s, breaking the dual structure of towns and countryside, and achieving equalization i n public service.It is a promotion during our efforts to construct a new socialist coun tryside and build a socialist harmonious society. During the process of constructing an d completing the new rural social endowment insurance system the less developed M iddle West areas is confronted with more conflicts and difficulties, due to the low inc ome level of the famers, the underdevelopment of collective economy, and the limited capacity of government finance. Taking Yibin, a less developed city in Sichuan prov ince, as the research object, this thesis analyzes Yibin’s current situation in carrying o ut the new rural social endowment insurance system from the aspects of insurance co verage, personal payment amount, fiscal subsidies, and ways of its implementation. A nd by applying Social equity theory, Equalization of public service theory, and the the ory of Dividing public administrative and financial power between central and local go vernment, this thesis attempts to study and analyze Yibin’s problems and their causes during the process of carrying out the new system, and put forward some correspondi ng proposals for policy-making. Thus, it would conduct some beneficial exploration i n regard of how to achieve sustainable development of the new rural social endowmen t insurance system in developing areas.
