Our nation’s poverty alleviation has made remarkable achievements. The incidence of poverty has been falling and the scope of poverty has been shrinking. However, there are a lot of huge difficulties and challenges for us to eliminate poverty absolutely in2020. When the incidence of poverty fell below the limited level and the scope of poverty decreased into the limited area, where the places have bad natural environment and lack of resources, these areas face the problem of "poverty alleviation". Also we can say that economic development can not help to develop the development of poor area, so the route of traditional poverty alleviation can not work. Now we have to reform the old route of traditional poverty alleviation. Therefore, the author proposes a module of low-carbon poverty alleviation in poor areas, which puts carbon resources as core and develops the low-carbon industrial system. Eventually, the benign interaction that developed areas help to develop developing areas will be built. The mode of Low-carbon poverty alleviation conforms to the trends of world economic development, and it is an idea mode for poor areas to get rid of poverty through poverty alleviation development. For one thing, because of the low cost of poor areas to develop low-carbon economy, with the help of CDM(Clean Development Mechanism), we can introduce capital investments and technological assistance from developed countries to help to produce carbon trading products; second, the near-complete carbon trading markets provide an external environment; third, because of the development of low carbon industry system, it is possible for us to achieve economic, social and ecological common development. Our poor areas have abundant carbon resources that can be exploited, and lay the foundation for the application of low carbon poverty alleviation. The author regards precipitation as the indicator to measure the amount of carbon resources, and found that most poor areas can be applied into the low carbon alleviation mode. Moreover, the author selected two typical cases (one is Gan Zhou and another is Tibet) to prove the possibilities of low carbon poverty alleviation. The application of low carbon poverty alleviation has proved that the right of carbon emission has become a new resource and the investment of carbon resources equal to accumulation of capital.Based on these analysis above, the author discuss the route of poverty alleviation and proposes some feasible counter-measures on the mode of low carbon poverty alleviation, tools of policy, framework of policy, plans of industry and so on. The article is structured as follows:Chapter1, details of the background of this study, the significance of the topic, research status and contents.Chapter2, the review of poverty alleviation’s development history and achievements, an elaboration of the "poverty trap" concept and causes, an analysis of traditional poverty alleviation innovation direction.Chapter3, the demonstration of low-carbon Poverty Alleviation mode is the ideal model of poverty alleviation development, including the concept of low-carbon Poverty Alleviation, carbon emissions Kuznets curve, the cost of carbon emission reduction and relationship of economic development level, the potential benefits of low carbon poverty alleviation. Chapter4, the demonstration of possibilities of low-carbon Poverty Alleviation Model, introduces the distribution characteristics of China’s poverty areas, the amount of carbon resources, an exploration into the Gan Zhou and Tibet low-carbon Poverty Alleviation Model possibilities.Chapter5, an exploration into Poverty Alleviation Model of China’s low-carbon paths, including the mode of low carbon poverty alleviation, tools of policy, frame work of policy, plans of industry and including some suggestions on low-carbon poverty alleviation...
