The study found that due to the deterioration of ecological environment, the low medical level, quality of population lack of good surrounding traffic environment and the other factors in the south of Xinjiang, leading to the lack of human capital stock (including the quality of the population, culture, health and other), thus delays the development of economic. With the theoretical analysis, we know the important role of human capital development in the anti-poverty. Further with the quantitative analysis to verify the human capital in the poverty alleviation and development has a quite small rate of contribution to economic development of southern Xinjinang in the recent years, indicating the serious shortage of investment in human capital, therefore, improving the related investment, particularly enhancing the workers human capital development is very important, this provides a new basis for anti-poverty and development in the southern Xinjiang region. The problem of poverty in South Xinjiang is more complicated, not only relating to the living environment, poor institutional quality of the population, but also affects the consolidation of the socialist ethnic relations and long term stability of Xingjiang. Fully aware of the long-term, arduous and complex nature of the anti-poverty in the development process and always promoting poverty alleviation and development as the focus of building a harmonious society is to continue to promote the development of anti-poverty and promote economic development.
