Project Quality Management Research Of Oil Tubular Goods Mill Supervision

Mill supervision, belonging to the field of Plant Consultancy, has been widely used as an efficient management method. In recent years, the investment for the projects of oil tubular goods engineering increases gradually in China, and the oil tubular goods equipments account for a large scale in such projects. As a result, the equipments quality is the crucial factors of a project. Therefore, supervisory control of the whole operation of oil tubular goods has attracted peoples’great attention. However, oil tubular goods mill supervision is just in the beginning process, some management departments and demanders still have feeble understanding of mill supervision. From nationwide prospective, oil tubular goods mill supervision is not mature, there are some problems in the project quality management.This paper combined oil tubular goods mill supervision with project quality management, using the project quality management methods to solve the problems in the course of oil tubular goods mill supervision so as to help the factory to improve the service level. Firstly, this paper discusses the concept of oil tubular goods mill supervision via establishing the theoretical basis of mill supervision on project quality management research. Secondly, in the analysis of three party relations among demander, supervisors and manufacturers, existing problems were found out according to the prophase, middle and final three separate stages in the process of getting the quality management so as to explore solutions of the problems. Finally, combined with the West-East No2gas pipeline, this paper presents in details on how to take specific methods and means for quality management and control in each stage.The results of the study show that:(1) It is important to coordinate between the interior of supervisors, demander and manufacturers.(2) It should be respectively chosen different management methods and means of control for the project of prophase, middle and final stages.(3) It turns out a good result of the application of project quality management theory in West-East No2gas pipeline. Customer satisfaction survey shows that the owner of the unit in charge of the service is basically satisfied with the service, which can be ranked as the second-good level.
