Environmental problems bring by economic globalization getting worse, so people begin to pay close attention to the regional coordinated development of the economy and the environment all around the world. Nowadays people in the economic activities the environmental resources people ask for are much faster than the speed of resources renewable itself and the number of environment waste is more than environment self-purification, which are replaced the disadvantages of environment and resources limitation and become the main reason of the economic and environmental coordination development. In the "eleventh five-year" plan of Liaoning province, Liaoning coastal economic belt was put forward as a major strategy, it is an important measure to undertake state policies and overall the development of local economy; in order to accelerate the development of coastal areas and inland areas, also to the realize "Northeast Area Revitalization Plan". In2009, the development strategy of Liaoning coastal economic belt was brought into the national development strategy formally.
