Research For Safety Production Management System On Small-scale Coal Mining Enterprise In China

China is the largest coal producing country in the world, coal accounted for70%of totalprimary energy consumption in China, as the main body of China’s energy situation in thefuture will continue to exist for a long time. Coal industry as an important basic industry inChina, is closely related to the national economic lifelines and energy security. Therefore, thecoal industry can be safe and healthy development directly related to China’s energy security.The small-scale coal mining enterprises is an important part of China’s coal industry, however,the safety production situation of China’s small-scale coal mining enterprise is not optimistic,accidents and deaths account for more than70%the total number of national each year, so wecan say it is China’s coal mining enterprises of safety production "disaster area." In order toreverse the serious situation of coal mining enterprises of safety production, the small-scalecoal mining enterprises must improve their safety production management and reduce the rateof accidents,in order to make the production safety situation of China’s coal miningenterprises fundamentally improve and enhance.Through to the domestic and foreign existing research results and the theoretical ofresearch,in based on the investigation of the enterprise, this paper uses the method ofcomprehensive reason theory to analyze the influence factors of China’s small-scale coalmining enterprise safety production management, including the human factor, machine factor,environment factor and management factor, for the Safety production management of China’ssmall-scale coal mining enterprise research tamp the foundation; build a set of impact factorsystem of its own characteristics and standards in line with China’s small-scale coal miningenterprise safety production management, on the basis of previous research work, using thehall three-dimensional structure model is established in China’s small-scale coal miningenterprise safety production management; the analysis and integration of the various factorsinfluencing of China’s small-scale coal mining enterprise safety production management, theman factor, machine factor, media factor and management factor in time structure, spatialstructure and function structure of the different characterization were summarized; Accordingto the analysis of the influencing factors, or from four aspects of man factor, machine factor,media factor and management factor to analyze and study of the safety productionmanagement countermeasures of China’s small-scale coal mining enterprise.
