Research Of The Safety Management Model In China's Typical Small And Middle Scale Chemical Enterprises

In view of the current high rate and serious losses of accidents in China's small and medium chemical companies, it will be possible that the third chemical industry accidents peak come up. Taking the construction of the safety management models of Hengyang titanium pigment production enterprises as an example, it studied the safety management model in small and medium chemical Enterprises.The author hoped that through the researches general practicable methods for the improvement of the safety management level of chemical enterprises and for the decrease of the chemical acci- dents rate can be found out.Researches mainly started from the following three aspects:(1) The paper analyzed the current situation of China's small and medium chemical enterprise safety management(ESM), from the principles, methods and application of the models of ESM, modern ESM as the direction of enterprise management was discussed, it also pointed out that modern safety management methods and models should be adopted to improve ESM level.(2) The papers determined that the sulfuric acid storage tanks in titanium pigment chemical factories are major hazards by applying the identification technology of dangerous sources, evaluated the danger of major hazards by the stimulant analysis of accident consequence, evaluated the process titanium pigment production process by applying the Labor Environment Condition (LEC) methods, evaluated the current situation of the safety management of titanium pigment production enterprises by applying the safety check form methods(SCL), and came up with a solution to solve the problems in small and medium sized enterprise management: to establish intrinsic safety enterprises by applying principles of system engineering.(3) The paper put forward the "10441" safety decentralized management model, and set up the safety guarantee system, which takes people as a prominent factor, to provide a powerful support for the management model and to promote the construction of intrinsic safety of enterprises. The paper suggested specific measures to realize the "10441" safety decentralized management model and to establish intrinsic safety enterprises, the application of which has achieved outstanding effect.The researches of the paper were based on the establishment of safety management model in Hengyang titanium pigment production enterprises, and took full consideration of their representative and typical characters as China's small and medium enterprises, suggested a new safety management model—"10441" decentralization safety management model, which is the innovation point of the paper. Its research results have great promotional value due to its great help to the safety management and supervision in those chemical enterprises in similar situation.
