Since the new century,Hefei 'economical circumstance has undergone a great change, and people's quality of life also has got a remarkable improvement. While,at the same time, environmental circumstance was disappointing. In recent years, heavy air pollution took place frequently in this city, which affected a lot on people' daily work and life, and let the past wonderful natural environment fly away from us,so it is the real time for us to pay enough attention to the environmental problems. It is embarrassing for Hefei that even though it has changed a lot,a large gap still exists between Hefei and the developed cities in China.Consequently,it is important to find the relation between economic growth and environmental quality. This paper firstly gives a basic description of the economic and environmental conditions of Hefei between 2000 and 2016,and finds that Hefei has a rising trend of GDP per capita. The development of the three major industries is more in line with the normal pattern of development, with the secondary industry accounting for a higher proportion of the total;Fixed asset investment has been expanding, the total amount of consumer goods in society has climbed year by year, the total amount of imports and exports has been increasing, and the trade surplus has been increasing. There are some differences in the development trend of industrial waste emissions, industrial waste water emissions have been relatively large fluctuations during the research year, while industrial waste gas emissions and industrial waste emissions showed an overall upward trend. In addition to the decrease of afforestation area, the overall increase trend was obvious.Agricultural hell construction land area difference is prominent, agricultural land area is significantly bigger than construction land area.Next, this paper selects per capita GDP and industrial waste as indicators of economic growth and environmental quality.Through software testing, there is a cointegration between the average GDP per person and the emissions of industrial waste, and only the average GDP contributes to the emissions of industrial waste.By establishing the model,it is found that the relation curve between GDP per capita and the emissions from industrial waste is not the traditional environmental Kuznets curve(inverted U-shaped curve),but all of them show significant inverted N-shaped.This means that the development experience of developed cities may not be useful for the development of Hefei,Hefei should make its own development route according to its development conditions and conditions. On the basis of the previous research, the typical Commoner decomposition model is chosen in Chapter 5.The influence factors of environmental quality are divided into economic effect, technical effect and crossover effect. The results showed that the economic effects promoted the emission of the three industrial wastes, but the effects of technology and cross effects on the environment were different. Finally, according to the research results, this paper puts forward five suggestions for the coordinated development of Economy and Environment in Hefei from the angle of industrial structure, science and technology, environmental protection investment, environmental protection education and Law.Firstly, optimize the industrial structure and help upgrade the industry;Secondly, attach importance to and vigorously support high-tech industry research and development,so that science and technology play a more active role in the new era;Thirdly, increase the investment of environmental protection funds and make rational and effective use of them;Fourthly,to promote environmental education and environmental awareness;Fifthly, implement environmental laws and regulations and strengthen supervision.
