With the rapid development of economy, people increase demanding high standards ofliving.the environmental protection consciousness rise with the attention of risk side. And inthe accumulation of environmental pressure, sudden environmental pollution accidents occurfrequently, the damage caused by pollution is expanding constantly, serious influence onpeople’s normal life and social construction, affect social stability and economic development.The tailings water upstream environmental pollution get more and more attention of the stateenvironmental protection department for several years, As a special combination it isclassified as environmental protection direction. Tailings generally built in the water in ourcountry, it will directly affect the water quality security once accident, and bring the danger topeople’s normal water. Therefore, research on water upstream of the tailings environment riskassessment plays an important role on increasing the water source and the risk of tailingscommunication of information and preventing and to actively respond to the sudden eventswater tailings.This article through to the upstream of the tailings water environmental risk study ofanalysis, design construction including the water sources of risk analysis, risk analysis, thecharacteristics of tailings pollutants analysis and safety management four aspects of theupstream water environment risk assessment indicator system of tailings for water upstreamof the tailings environment risk assessment to establish the foundation, through to therelevant state provisions, the study on the index score, so as to determine the perilous state ofthe tailings, water for upstream of the tailings follow-up governance and managementprovides the foundation for the planning.Based on the framework of sudden environmental pollution accidents of caserepresentation, the establishment of a water source sudden environmental pollution accidentsupstream tailings case total frame and water source information subframe, tailings information sub framework, pollutant characteristics sub framework. To strengthen the risk management of participation, reduce the incidentcaused panic and environmental group events. Strengthen the relevant disposal method andemergency plan, understanding, reduce accident occurs material inquires the preparation oftime, and plan for emergency rescue and disaster relief work to provide reliable effectivelyhelp.
