A Research On Government Environmental Management Of High-Risk Enterprises

Environmental protection of enterprises is the basis of China’s environmental protection, of which the environmental management of high-risk enterprises is the main point. Environmental management of high-risk enterprises is an integrated concept, the research of which is divided into two branches, the research for high-risk source and for environmental management. Environmental management of high-risk enterprises is not only the act of enterprises themselves, but also content of macro-social level and micro-enterprise level. For one thing, as the subject of management, enterprises are regulated by the environmental protection department of our country. For another, as the principal part of management, enterprises control the environment condition of themselves. The macro-environmental management of the country and the micro-environmental management of the enterprises interact in harmony. Only by carrying out micro-environmental management strategies effectively can the demand of macro-management be fulfilled. Meanwhile, only by establishing complete macro-environmental management mechanism can the micro-environmental management of enterprises be pushed forward and guaranteed. As high-risk enterprises have the special attribute of high-risk environment and bring a new lesson of environmental emergency management. There are many elements that affect the environmental management of high-risk enterprises, such as systematical environment, technical environment stakeholders. Doing research for the current situation of high-risk enterprises’is the critical part to improve management concept and reform management measures. At present, the research of enterprise environment management mainly focuses on three angles, the country, the industry and the single enterprise. This research mostly concentrates on regional level. In order to perfect the self-restricting mechanism of enterprise environment management and enhance the policy instrument of environmental protection of our country, it tries to observe the common and individual characters of environment management system of several main high-risk trades in a certain region and the entire power the government has in this region. Most of the current objects of enterprise environmental management research are standardized state-owned enterprises with a certain scale, which have good qualifications. And there are fashionable township enterprises for a time as research objects in early stage. With the progress of the time, the eco-environment of enterprises shows a diversified tendency. Most subjects investigated are private enterprises with a medium or small scale, who born out of the old township enterprises and the standard degree are promoted. This research will fill the blank of enterprise environment management. By taking environmental emergency management as a separate aspect to learn and combining daily work and practice, summarize theory of enterprise environmental emergency management and explore risk prevention, emergency preparation, emergency reaction and recovery. Recently, our government and enterprises keep achieving progress in improving the environment. However, many structural problems are revealed. If we want to promote environment management, we should break the old management mode, regulate enterprise inner management and support the industry of recycling economy. The future development of high-risk enterprises in Wujiang shows new tendency. With the construction of environmental and safety standards, environmental pollution liability insurance and the spread of clearer production, the environmental management of Wujiang high-risk enterprises will become more sophisticated.
