With the rapid development of China’s economy, the use of hazardous chemicals gradually increased. And the accident occurrence possibility is increasing. Hazardous chemicals accidents not only cause harm human body directly, but also constitutes a great threat to the environment. How to quantitativly evaluate the accident of environmental risk and how to dynamic evolution are not only the key to the safe production material transport, decision-making and accident early warning or emergency rescue. And maximize the Protect environment, the important means of reducing risk and loss prevention.In this paper, based on the literature research relate to accident environmental risk assessment framework models and the accidents of hazardous chemicals risk assessment methods. It has deeply research on the dynamic evolution of hazardous chemical and quantitative assessment accident risk. Firstly, according to the accidents of hazardous chemicals established environmental risk evaluation model. Comprehensive receptors from environmental risks (such as people, the atmosphere, soil and groundwater) of construction accidents of hazardous chemicals, environmental risk analysis framework. Then describe the emergency response, soil clean, air pollution and groundwater’s cleanup costs and risk assessment model. Secondly, evolution of dynamic characterization of environmental risk, using Markov chain analysis and scenario based dynamic evolution model. Based on the accident causes, we use a method of clustering analysis on the environmental consequences to classified accidents scenarios. To explore the interaction between emergency measures and risk the risk of evolution, Markov chain model with the existence of human intervention conditions (such as predictive suggestions, emergency treatmendt) accident risk value changes and dynamic evolution direction, in order to achieve the environmental risk of accidents of hazardous chemicals to measure correctly and effectively control purposes. Finally, from1991to2013to collect more than130pieces of hazardous chemical accidents based environment. Using the proposed model studied Shanghai Songjiang Shen Jia Hu high-speed inflammable and explosive materials accident and Guangdong Province Maoming hazardous chemical fire accident. At the same time, the quantity environmental risk assessment results provide quantitative decision-making support to managers. According to the lime evolution of risk prediction results and drew sonic useful suggestions for risk control. Through the example proved this model has validity.
