With the rapid development of urbanization and industrialization, the construction of chemical industry parks has become an important carrier of China’s chemical industrial upgrading and sustainable development. Nevertheless, most of the chemical factories mainly are small and medium size (accounting for over98%), and are generally characterized with out-dated technology and equipment, imperfect environmental protection counter-measures, low-level automatization, and higher risk accidents, which limit the green development of chemical factory and ecological safety. Based on above issues, Zhejiang Province first proposed the demands for the regulation and upgrading of heavy pollution and high energy-consuming industries in2012, in order to solve the prominent problems effectively in the chemical industry.On the basis of analyzing the current development situation and existing problems of small and medium sized chemical factories, the resource-saving and environment-friendly industry development as objectives, the countermeasures of regulation and promotion for small and medium sized chemical factories are studied in view of technical equipments, cleaner production, and pollution control. According to the No.60[2012] file issued by Zhejiang Province Environmental Protection Bureau and "One Enterprise, One Policy" rule, a chemical factory in Hangzhou is taken for example, and the practice of regulation and promotion program is researched in this thesis. It’s helpful to guide the transformation and green development of the medium and small sized chemical factories. The major researches are as follows:1. In view of clean production and energy saving, the key chemical equipments such as rectifying tower, vacuum pump, and hydroextractor were analyzed and the basis for selection of key equipments was put forward. For pollutants discharge reduction and risk prevention, the countermeasures of pollution control and environmental management for small sized chemical factories were researched from major pollution sources such as wastewater, process gas, and breathing gas of tanks.2. Taking a chemical factory in Hangzhou for example, the production process and existing problems were surveyed, and the conformance between policies, pollution control, environmental risk prevention and management were analyzed with the acceptance standard for chemical factories. Based on the above results the specific solutions for environmental protection were proposed.3. According to the above countermeasures research and project practice, the key points and plan ideas during the regulation and promotion of small and medium sized chemical factories were revealed from technological equipment optimizing, environmental management improving, and production efficiency increasing. It’s helpful for carrying out the regulation and promotion works for similar industry.
