With the economy booming, the crisis of resources and environmental pollution is increasing and becoming an obstacle to the development of economy and society. In order to achieve sustainable development, a new mode of eco-industrial park, which features industrial symbiosis, infrustructure sharing, energy cascading and material circulation. The thesis is based on the environmental non-commercial project "Study of the mechanism and approaches to sustainable production and comsumption" Based on thoroughly consult and systemically research on construction characteristics, evaluation mode and index system of demestic and foreign eco-industrial parks, a new index system is established to evaluate the retrospective effects of the emission control performance of an EIP, and is applied successfully in case studies of four national eco-industrial parks (Rizhao economy and technology development zone eco-industrial park (RZEIP), Linyi econmy and technology zone eco-industrial park (LYEIP), Qingdao hi-tech zoneeco-industrial park (QDEIP) and Zhangjiang high-tech zone eco-industrial park (ZJEIP)). This paper aims to identify the means and driving force for pollution control, assess the retrospective performance and the pros and features of Eco-industrial Park (EIP) construction. The contents and results contain the following five parts.(1) A new retrospective evaluation index system of5criteria layers and44indicators was established with weight confirmed by entropy method and evaluation method by multi-objective decision making model. Data on resources, emission control, industrial symbiosis and infrustructure sharing of four eco-industrial parks (RZEIP, LYEIP, QDEIP, ZJEIP) was collected through material collection and field investigation.(2) Through the throughout retrospective evaluation of environmental performance of RZEIP from2003to2012, ecological environmental quality, resource recycling utilization, industrial symbiosis, infrastructure sharing and enterprise management level got better, and pollution reduction and environmental quality improvement were remarkable. Meanwhile, environmental performance and eco-industrial park creation phase represented significant correlation. Environmental performance showed significant phase pattern which are mainly divided into pre-planning stage, mid-stage of development of ecological industry as well as the third stage of the late stage of eco-industrial development and growth. In addition, all the stages to have their own characteristics to improve the environmental performance:slow improvement in early stage, significantly improving in the middle construction stage and low speed of development in the last stage.(3) The results showed that:cleaner production, industrial symbiosis, infrastructure sharing are the main ways to a lasting pollutants reduction in an eco-industrial park. The economic benefits from industrial symbiosis and cleaner production are endogenous motivation for pollution reduction. Compared to national industrial emissions reduction performance, RZEIP has a distinct advantage in total pollutant emissions intensity control:reduction rate of total emissions reduction of COD, ammonia, SO2rate of RZEIP is1.31%,0.07%,21.39%higher than the national average, respectively, and its emissions intensity reduction rate is higher than the national average of24.1%,23.9%,37.8%, respectively. The growth rate of industrial solid waste resource utilization is12.2%higher than the national average.(4) The results of the retrospective evaluation of the four eco-industrial park show that the order of environmental performance is ZJEIP, QDEIP, RZEIP, and LYEIP, and their relative nearness were0.3087,0.4625,0.5830,0.7155, respectively. All four parks generally enjoy good ecological environment, high quality of resource utilization, good management, etc.(5) Results also show that eco-industrial park is the best mode to enhance the regional environmental performance, and should be promoted in the whole country. Cleaner production, industrial symbiosis, infrastructure sharing are the main ways to reduce emissions of an eco-industrial park. Therefore, eco-industrial park needs to further promote cleaner production, and improve the implementation of energy conservation efforts, strengthen industrial symbiosis system, further extend the industrial chain, and strengthen infrastructure sharing to promote sustainable development of the park.
