In recent years, with the rapid increasing of highway mileage and carownership, the accident rate is increasing year by year, binging in significantadverse effects to our social and economic. Traffic safety problem is very imminent.As we all know, road adhesion coefficient and vis ibility would get reduced underice and snow condition, which may result in serious traffic accidents. therefore,how to insurance traffic safety is very important to our social and economics.Applying suitable and reasonable speed limitation strategies is an important way toreduce road traffic accidents of ice and snow condition.In this paper, the speed limitation study under ice and snow condition wascarried based on these reasons, which mainly include the following points:Introduced the relationship between the ice and snow weather and the accident rate,analysis the adverse effects of ice and snow condition which result in the trafficsafety; The conception of ice and snow condition was defined, and the pavementwas classified on the basis of existing research. And then the road coeffic ient thatcorresponds with the road type was given; There are many factors that affect thedriving speed of the highway. In this paper, the impact of pavement conditions,driving environment vis ibility, vehicle characteristics and highway geometryindicators on traffic safety and speed was analyzed in detail; The effects ofHighway alignment geometry elements on driver’s driving behavior is discussed,and briefly analyzed the traffic accidents mechanism, on this basis, the speedlimitation model was established, which have relevant with the highway alignmentgeometry indicators; The speed limit model simulation was carried on by applyingthe VISSIM software, and then compared and analyzed the simulation results. thendepending the simulation consequence given the speed recommended values underdifferent ice and snow conditions. Besides, the classification of vehicle speedcontrol measures was proposed.
