Tangshan is in the period of transition of resource type city.The present workreviews the business development of a typical representative resources-type-city:Tangshan, on the basis of summarizing the theories and research relevant with thetransformation development of the domestic and foreign resources-type-cities, as wellas the evolution of urban management. Combined with the characteristics ofTangshan, the route of urban transformation and the establishment of the target ofurban development are analyzed. Through the research and discussion of the intrinsicrelationship between the measures of urban management, as well as the effect andinfluence of the decisions and the strategies of urban development, the idea of thework corresponding the planning during the period of transformation is simply drawn.Based on the detailed explanation of the construction of Tangshan Kaiping district,the application of urban management on the urban spatial structure and urbanecological environment is analyzed, the way of the city management of Tangshan isdiscussed, and the advices corresponding the planning are proposed. According to thepractical experience and the goals of development, the hierarchy and the purpose ofthe urban management are clarified to a larger extent. At the same time, through theresearch, we will explore how city planning effective according to city managementneed reasonable configuration of resource of city, promote a city the intrinsic valueand competitiveness.Based on the study of Tangshan, through the introduction ofcurrent transition, taking Kaiping as a typical example to be introduced, the purpose isto give the country a wide range of mining city plays a role in urban managementmode. In our country, such as Tangshan，is too numerous to enumerate resources,while the government of this kind of city in transition and the urgency of the initiative also reached the hitherto high degree, so the urban management will get more of theattention of whole society and government support.
