With the frequent outbreaks of accidental pollution in water source, the waterfor human survival is seriously threatened. The untreated pollution plume isdischarged into water bodies and moves with the river, which leads to seriouslyexceeded the raw water of the water supply plant, beyond the routine or emergencydisposal capacity. And the water supply plant is forced to cut off the water supplywhich causing serious social impacts and economic losses. Aiming at outbreaks ofaccidental pollution in water source, it’s a pressing need for the timely and effectiveriver pollution reduction technology. In this paper, on the basis of analysis of watersources pollution emergency response process, by introducing the fuzzy multi-criteria decision-making technology to the emergency disposal of the waterpollution, the screening and assessment system is established.On the basis of the frame knowledge representation, the structure of theknowledge of the water source pollution emergency response is constructed, and onthe basis of analyzing the entire life cycle of the emergency response technology,water source pollution emergency response screening and evaluation index systemis constructed. Combined with the emergency response experts and literatureresearch, the emergency response technology database is designed based on theframework knowledge representation. The general framework of the emergencytreatment technology is constructed, which includes the sub-frames of technologyapplicable to the pollution characteristics, the sub-frames of technical effectcharacteristics and sub-frames of project implementation conditions characteristic.The engineering facilities of the technical program of the emergency treatment isfocused, link the technical design with the access to materials and energy, buildingconstruction, operation and management, waste disposal and removal of projectfacilities and environmental protection, social impact and economic factors toconstruct the water emergency response assessment indicators, involving fivecriteria and their26sub-criteria.Based on fuzzy multi-criteria decision-making technology, combined with thescreening and evaluation of emergency response decision-making process analysis,the technology screening and evaluation of water sources pollution emergencyresponse decision-making model is constructed. The actual process of emergencyresponse technology is analyzed, and the technology screening and evaluation ofemergency response decision support model has been built. The water source pollution emergency response decision-making information to design acomprehensive information database of emergency response technology decisionshas been filtered. The emergency response optimization model based on fuzzy settheory and multi-criteria decision-making technology has been constructed and anexample demo is used in program optimization process to validate the effectivenessof the optimization model.Based on Net platform, C#, object-oriented programming design language,Oracle10g and Visual Studio2008as the main development tools, water sourcepollution emergency response technology screening and evaluation system based onfuzzy multi-criteria decision making (FMCDM) is programed, which contains3main functional modules, that is screening and evaluation modules, integratedinformation management module and the man-machine interaction module.Finally, the numerical example shows that this system on the basis of theretrieval and matching, provides a comprehensive assessment of a number oftechnical solutions, and output the sort of alternatives. The system can accuratelyscreen and evaluate the emergency water disposal technology, to provide supportfor the emergency response of water source region, significantly improve thetimeliness of emergency response.
