A sustained and strong power supply is the basis for people living contently,economic developing rapidly and society being harmonious and stable. The perfectpower system is gradually built by impleting a series of grid projects which aimed ateliminating defects of power grid. Thus, the selection and construction of grid projectswill not only effect on power industry by influencing the operational status of the gridand the profitability of power companies, but also influence the national economy andthe people’s livelihood. How to sift out projects which can meet the needs of allaspects furthest within a bundle of constanly changeable projects is a complexquestion with high practical value. To solve the problem, this paper conducted asequence of analysis and research, main duties are shown as follows.1. The from bottom to up construction principle is presented for project library,the same time, the complete project libarary formed by multiple projects labled withseveral attribute tags is built, both of which will make project management moreeffectively and scientifically.2. The concept and construction principle of indicator libarary is proposed.Considering the need of grid construction and the environmental impact andinvestment risk of grid projects, a comprehensive and practical indicator libarary isput forward, making the evaluation result more satisfying.3. Since the relations among projects are intricate and the study object of eachindicator has its own charicteristics, the synergistic effect of project portfolio is notthe same as the simple superposition of every project. Therefore, the evaluationprinciple and method for one project and project portfolio are separately introduced.4. A two-phase decision optimization method is constructed. Firstly, everyproject is sifted according to its matching degree with constraints, and then byadopting chaotic artifitial colony arithmetic, every possible project portfolio iscalculated to obtain the best one. Finally the validity of the proposed method isverified by an example.
