With the acceleration of urbanization process, our industry shows the characteristics of diversification and sustainable development, then our industrial zone function changes and industrial enterprises restructure or relocate, which cause a large number of existing industrial buildings and energy infrastructures are becoming inefficient and idle, even deserted. Some experiences about industrial buildings reformation and reuse have been accumulated in the transformation of existing industrial zone in order to solve the above problems. But for energy infrastructure, demolition and reconstruction is commonly used, which leads to waste a lot of resources. Therefore, the paper researches the evaluation methods of energy infrastructure, taking coal-fired boilers and power plants for example and drawing on the experience and method of building ontology renovation of old industrial areas.Firstly, the advantages and disadvantages and the using range of comprehensive evaluation methods currently used are contrast and analyzed. Combining the characteristic of reformation and reuse of coal-fired boilers and power plants in the existing industrial area and using value engineering evaluation method to establish the appropriate evaluation system and analytic hierarchy process combined with expert scoring method, a comprehensive evaluation method to determine the weights of the elements is carried out.Secondly, the Reuse Evaluation Model of Old Industrial Area coal-fired boilers and power plants are built on determined method. A veto indicator, general function indicators and their weights determined and general function index scoring method about coal-fired boilers and power plants are introduced. Simultaneously, their calculating life-cycle costs and method of calculating the value of rehabilitation program are given.And then, related parameters of coal-fired boilers and power plants in Tianjin are collected, and experts' opinions are adopted to get different index weights. In order to enhance the convenience and practicality of the model, a visualization program is written in Visual Basic 6.0 for the Reuse Evaluation Model of Old Industrial Coal-fired Boilers and Power Plants.In this paper, the above-mentioned evaluation method and model are applied on some old industrial plant coal-fired boiler and another old industrial plant power equipment in Tianjin. The evaluation relevant information of the coal-fired boilers was collected by researching the district comprehensively. Considering the characteristic of current reformation, three comparison programs were established. Using ‘The visualization program' established in chapter 4 to evaluate, the reformation and reuse for existing coal-fired boiler and demolished for redevelopment and selection of a higher capacity power equipments for power plants are the optimal programs.The evaluation method and evaluation model chosen in this paper is reasonable, through the analysis results of the two above renovation project. And it plays a guiding significance for the reformation and reuse of coal-fired boilers and power equipments in old industrial areas.
