With the acceleration of urbanization and industrialization process, somephenomena, such as industrial zone function changes, restructuring or relocation ofindustrial enterprises, are emerging in China, which cause a large number of existingindustrial buildings and energy infrastructures are becoming inefficient and idle, evendeserted. At present, researches are concentrated on existing industrial buildings andenergy infrastructures are ignored. Based on China’s Gas Industry development statusand its characteristics, Evaluation and Reformation Method for Existing Gas Networkof Old Industrial Areas is researched, which in order to find an evaluation model thatcan compare different transformation programs and find an optimal solution.Firstly, considering features of gas pipe network transformation in China’s oldindustrial area, the pros and cons of comprehensive evaluation methods common usedand Oil and Gas Pipeline Risk Assessment Technology (OGPRAT) are concluded. Onthis basis, value engineering method is chosen as main assessment method. ValueIndex is chosen to determine whether the transformation program is superior, thus thelarger value index the more reasonable transformation program.Oil and Gas Pipeline Risk Assessment Technology (OGPRAT) is used toestablish a comprehensive and objective evaluation system, including One-Votenegation System, Function Index and Lifetime Cost Index. One-Vote negationSystem is divided into Tube’s part and accessories’part. Function Index is composedby the four level-1indicators, namely Safety and Reliability, Pipeline Durability,Pipeline Reasonableness, Environmental Friendliness. They all have correspondingindicators. The weight values of the same level’s different indicators are analyzedthough AHP and Expert Evaluation. And Lifetime Cost Index can be analyzed bysummary the various stages of the life cycle cost.Thirdly, related parameters of Gas Industry in Tianjin are collected, and experts’opinions are adopted to get different index weights. In order to enhance theconvenience and practicality of the model, a visualization program is written in VisualBasic6.0for the Reuse Evaluation Model of Old Industrial Area Gas Pipe Network.At last, an example is chosen as a case study. Through comparative analysis ofdifferent proposed transformation program case, some important factor affecting valueindex of old industrial area gas pipe network transformation are found.The results show that rebuilt with PE pipe is completely the optimal program in the four optionsproposed in this paper. Important factors having an impact on the life cycle stages ofthe value index after the transformation are: pipe material properties, pipeline cost,testing fees and subsequent maintenance and management costs associated with pipematerial properties.
